This bill provides funding and establishes grant programs to expand access to higher education, including by providing free community college to students.
Specifically, the bill establishes a program to waive resident tuition and fees for community college students. The Department of Education (ED) must award grants to states and tribal colleges and universities to pay the federal share of the program.
As a condition of receiving such a grant, a state must (1) submit a plan to align the requirements for receiving a regular high school diploma with the requirements for entering credit-bearing coursework at community colleges; and (2) submit a plan to improve transfer pathways between institutions of higher education (IHEs), including by ensuring that associate degrees awarded by community colleges are fully transferable to four-year IHEs.
Next, the bill directs ED to award grants to states and tribal colleges and universities for implementing evidence-based institutional reforms and innovative practices to improve student outcomes.
In addition, ED must award grants to participating historically Black colleges and universities, tribal colleges and universities, and minority-serving institutions to waive or significantly reduce the first 60 credits of tuition and fees for low-income students.

This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits).
Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level.
The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

This bill prohibits the Department of Education (ED) from transferring specified offices and functions to other federal agencies.
Specifically, the bill prohibits ED from entering into or carrying out interagency agreements related to the following four offices: the Office of Special Education and Rehabilitative Services, the Office of Postsecondary Education, the Office of Indian Education, and the Office of Elementary and Secondary Education.
This prohibition applies to the transfer of functions such as administering or operating programs, making grants, carrying out technical assistance, enforcing rights and requirements (e.g., data collection requirements), conducting administrative and oversight functions, and monitoring grantees.
Additionally, ED may not transfer a function or program of one of the four offices to another ED office and then subsequently enter into an interagency agreement related to the function or program.
The bill does not apply to agreements in effect on February 1, 2025, or renewals with substantially similar terms.
ED must, within two weeks of the bill's enactment and on a quarterly basis, provide to Congress (and publish on its website) a report and cost analysis for each interagency agreement entered into on or after February 1, 2025. ED may not use specified FY2026 or FY2027 funds for travel expenses unless ED provides this required information.
(As of July 30, 2026, ED has entered into 14 interagency agreements to transfer functions of ED to other federal agencies, including the ED offices listed in the bill.)

This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment.
The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a finding by the Food and Drug Administration (FDA) that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the FDA; or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority.
Further, evidence derived from animal testing conducted more than one year after the bill's enactment may not be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA, subject to limited exceptions.
