340B Rebate Model Delay Act
This bill temporarily limits the use of rebates for prescription drugs under the 340B program and delays the implementation of the 340B Rebate Model Pilot Program.
Under current law, the 340B program generally limits the maximum price drug manufacturers participating in Medicaid or Medicare can charge eligible health care organizations for covered outpatient drugs. Beginning on January 1, 2027, and ending on December 31, 2028, the bill prohibits drug manufacturers from entering agreements with 340B organizations that require the organization to pay more than the allowable ceiling price for a covered outpatient drug at the time of purchase and subsequently receive a rebate to comply with the maximum price requirements.
The bill also delays until January 1, 2029, the implementation of the 340B Rebate Model Pilot Program. The pilot program allows approved drug manufacturers to charge 340B organizations full price for certain high-impact drugs and provide a rebate that reduces the amount paid to the allowable ceiling price after the drug is dispensed. Under the pilot program, the rebates are verified and issued on a claim-by-claim basis.

Election Mail Act
This bill addresses the delivery and processing of election mail for federal elections, including by establishing certain standards for mail-in ballots.
Specifically, the bill requires the U.S. Postal Service (USPS) to
• ensure (to the maximum extent practicable) same-day processing of mail-in ballots,
• postmark each ballot,
• carry election mail (e.g., voter registration applications and mail-in ballots) as first-class mail that is free of postage,
• appoint an election mail coordinator at each area office and district office, and
• consult annually with Indian tribes regarding barriers to voting for eligible voters living on Indian lands.
The bill prohibits the USPS, within 120 days of a federal election, from making any operational change that would restrict the prompt and reliable delivery of election mail.
Each state and jurisdiction must provide with each mail-in ballot a return envelope with an intelligent mail barcode. This requirement does not apply to a state or jurisdiction that uses an alternative system that enables voters to track the ballot through the mail.
The bill requires election officials to count mail-in ballots that are postmarked by election day and arrive within seven days after the election.

Stop the Wait Act of 2025
This bill phases out the initial waiting period for Social Security Disability Insurance (SSDI) benefits and eliminates the waiting period for certain disabled individuals to become eligible for Medicare.
Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits. The bill would gradually reduce this waiting period before eliminating it entirely in the year 2030.
Further, the bill would eliminate the 24-month waiting period for certain disabled workers and other individuals to become eligible for Medicare. Under current law, individuals under the age of 65 may generally enroll in Medicare after they have been eligible for SSDI or Social Security child’s, widow’s, or widower’s benefits by reason of disability for 24 months. The bill would eliminate this waiting period for individuals for whom the annual cost of certain medical insurance would exceed a specified percentage of their household income (i.e., those who cannot afford minimum essential coverage). Medicare eligibility for these individuals must be available retroactively to the first month that an individual qualified for SSDI or Social Security child’s, widow’s, or widower’s benefits by reason of disability.

Connected Vehicle Security Act of 2026
This bill prohibits the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce of connected vehicles and related software and hardware components associated with China, Russia, Iran, or North Korea.
Connected vehicle means a vehicle that (1) integrates onboard networked hardware with automotive software systems to communicate with any other network or device using certain methods (e.g., wireless spectrum connectivity); or (2) is designed, manufactured, or originally equipped to communicate via such methods, regardless of whether such capability is enabled, disabled, or removed at the time the vehicle enters the United States.
Current regulations administered by the Department of Commerce's Bureau of Industry and Security (BIS) prohibit transactions involving vehicle connectivity system hardware and covered software designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of China or Russia.
The bill expands the BIS regulatory framework, including by (1) expanding the countries covered by the prohibition to include China, Russia, Iran, and North Korea (Current BIS regulations apply only to China and Russia.); and (2) specifying that certain artificial intelligence components are covered by the prohibition.
By January 1, 2027, BIS must publish a list of items that are authorized for the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce and would otherwise be subject to the bill's prohibition.
The bill also includes enforcement mechanisms, including that BIS must assess civil penalties for violations of the prohibition.

Sponsor Joe Neguse (D). Joined Sep 14, 2026. 113 cosponsors. H.J.Res. 122 on Congress.gov(opens in a new tab)
Introduced
This joint resolution proposes a constitutional amendment authorizing Congress and the states to (1) regulate and impose reasonable viewpoint-neutral limitations on the raising and spending of money by candidates and others to influence elections; and (2) regulate and enact public campaign financing systems, including those designed to restrict the influence of private wealth by offsetting the raising and spending of money by candidates and others with increased public funding.
The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act
This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or nonimmigrant visa, unless there is a statutory basis for such discrimination.
The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific and credible facts that threaten U.S. interests such as public safety.
The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to (1) only issue a restriction when required to address a compelling government interest, and (2) narrowly tailor the suspension to use the least restrictive means to achieve such an interest.
Before imposing a restriction, the State Department and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition. If such a report is not made, the restriction shall immediately terminate.
Individuals or entities present in the United States and unlawfully harmed by such a restriction may sue in federal court.
The bill transfers the authority to suspend the entry of aliens traveling to the United States on a commercial airline that failed to comply with regulations related to detecting fraudulent travel documents from the Department of Justice to DHS.

• a semiautomatic firearm that has been modified to materially increase the rate of fire or to approximate the action or rate of fire of a machine gun.
