Veteran Education Empowerment Act
This bill reauthorizes through FY2033 and otherwise revises a Department of Education (ED) grant program for student veteran centers.
Specifically, ED must make grants to institutions of higher education (IHEs) or consortia of IHEs to establish, maintain, improve, or operate a student veteran center. A student veteran center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with (1) a lounge or meeting space for themselves, their spouses or partners, their children, and veterans in the community; and (2) a centralized office for student veteran services that serves as a single point of contact to coordinate comprehensive support services for student veterans.

Stop Stealing our Chips Act
This bill creates a whistleblower incentive program and establishes whistleblower protections for individuals who provide information to the Department of Commerce's Bureau of Industry and Security (BIS) related to violations of U.S. export control laws.
Currently, BIS administers and enforces controls on the export of dual-use goods (e.g., items with both civilian and military uses) and certain military parts and components. These export controls are implemented primarily under the Export Control Reform Act of 2018 (ECRA) through the Export Administration Regulations.
Under the bill, BIS must establish a whistleblower incentive program to reward individuals who voluntarily report original information that results in BIS (1) imposing fines under ECRA on persons that violate, attempt to violate, conspire to violate, or cause a violation of ECRA or any related regulation, order, license, or authorization; or (2) requiring the forfeiture of property that results in net proceeds.
Additionally, BIS must establish a secure online portal for whistleblowers to report violations of ECRA. The bill outlines requirements for BIS to review, investigate, and provide status updates related to these reports.
The bill requires BIS to pay an award to certain whistleblowers who voluntarily reported original information that led to the imposition of a fine under ECRA. The bill establishes the Export Compliance Accountability Fund for paying these awards and funding related activities.
The bill also sets forth whistleblower protections by (1) prohibiting employers from impeding communication or retaliating against individuals who act as whistleblowers, and (2) establishing confidentiality requirements.

Chip Equipment Quality, Usefulness, and Integrity Protection Act of 2025 or the Chip EQUIP Act
This bill prohibits companies that receive certain federal funds from purchasing specified semiconductor manufacturing equipment made by foreign entities of concern (e.g., companies owned or controlled by China, Iran, North Korea, or Russia) or their subsidiaries for the federally funded project.
The CHIPS Act of 2022, which became law in August 2022, appropriated funding for the Department of Commerce to carry out the CHIPS for America provisions enacted in the National Defense Authorization Act for Fiscal Year 2021. These provisions included appropriations for financial incentives to expand domestic manufacturing capacities across the semiconductor supply chain, as well as for research and development programs.
Under the bill, Commerce must include in the terms of each agreement with a covered entity (e.g., companies receiving CHIPS funds) prohibitions with respect to a project relating to the procurement, installation, or use of the specified semiconductor manufacturing equipment. The prohibitions must be effective for 10 years beginning on the date on which the agreement is signed.
The bill authorizes Commerce to waive these prohibitions under certain circumstances, such as if the specified semiconductor manufacturing equipment is not produced in the United States or an allied or partner country in sufficient and reasonably available quantities or of a satisfactory quality to support established or expected production capabilities.

This bill requires states to establish a process through which qualifying out-of-state providers may temporarily treat children under Medicaid and the Children's Health Insurance Program (CHIP) without undergoing additional screening requirements.
Specifically, states must establish a process through which qualifying out-of-state providers may enroll for five years as participating providers to treat individuals under the age of 21 without undergoing additional screening requirements.
A qualifying out-of-state provider (1) must not have been excluded or terminated from participating in a federal health care program or state Medicaid program; and (2) must have been successfully enrolled in Medicare or a state Medicaid program based on a determination that the provider posed a limited risk of fraud, waste, or abuse.
