Motion Picture, Television, and Entertainment Revitalization Act
This bill establishes a federal business tax credit for a percentage of the compensation paid for services performed in the United States related to a qualified film or television production. (Conditions and exceptions apply.)
The bill defines a qualified film or television production as any production that is
• a feature film, television pilot, or television season;
• produced in the ordinary course of business for commercial purposes;
• capitalized;
• completed during the tax year with more than $1 million in total costs; and
• filmed in the United States for 75% of the photography days.
Under the bill, various types of programming are not a qualified film or television production, including news programs, live sporting events, and programming intended primarily for social media platforms.
The amount of the tax credit is 20% (base tax credit percentage) of the compensation paid for services performed in the United States related to a qualified film or television production. The base tax credit percentage increases by increments of 5% (up to a maximum tax credit percentage of 30%) if
• at least 30% of the production is filmed in a federally declared disaster area or rural qualified opportunity zone,
• the production is independently produced, or
• the production meets certain multi-state or increased domestic production requirements.
Special rules apply to animations, visual effects productions, and post-production activities.
Finally, the tax credit may be transferred to an unrelated third party in exchange for cash.

Strengthening Welfare in Marine Settings Act of 2026 or the SWIMS Act of 2026
This bill establishes prohibitions on capturing, importing, exporting, or breeding of orcas, beluga whales, false killer whales, or pilot whales for the purpose of public display.
Specifically, the bill prohibits the National Oceanic and Atmospheric Administration from issuing any permit under the Marine Mammal Protection Act of 1972 that authorizes the taking (e.g., capturing) or importation of such orcas or whales for the purpose of public display. The bill further revises the act to make it unlawful to export such orcas or whales, unless they are being transported to marine mammal sanctuaries or for release into the wild.
Further, the bill makes it unlawful under the Animal Welfare Act for any person to breed or artificially inseminate such marine mammals for purposes of using their progeny for public display.

Latonya Reeves Freedom Act of 2026
This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life.
Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives.
The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy.
Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan.
The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Sarah Katz Caffeine Safety Act
This bill establishes labeling and disclosure requirements for caffeinated food, beverages, and supplements.
Specifically, the bill requires foods and dietary supplements that contain more than 10 milligrams of caffeine to be labeled with (1) their total caffeine content, (2) a statement of whether the caffeine is naturally occurring or is an additive, and (3) an advisory statement indicating that the recommended daily limit of caffeine for healthy adults is 400 milligrams.
Further, in restaurant chains with 20 or more locations, menus must indicate that an item contains high caffeine where the item contains added caffeine and has a total caffeine content of at least 150 milligrams. Restaurants must place the statement “high caffeine” or a similar indication adjacent to the name of a covered item on the menu. This requirement applies to both standard and temporary menu items.
For standard menu items, the bill also expands the nutritional information that restaurants must make available to consumers in written form to include the number of milligrams of caffeine in an item.
The Food and Drug Administration (FDA) must review the safety of caffeine and other stimulants in food, beverages, and dietary supplements and determine whether caffeine should be generally recognized as safe (GRAS) for healthy adults. (Currently, the FDA considers caffeine as GRAS for cola beverages up to a level of 0.02%.)
Finally, the Government Accountability Office must study and report to Congress on the marketing of caffeinated beverages in restaurants, stores, and online.

This bill authorizes grants and makes other changes to facilitate the practice of medicine by internationally trained physicians who are lawfully present in the United States and graduated from a medical school outside of the United States or Canada.
Specifically, the Department of Health and Human Services may award grants for states and territories to
• establish or expand programs that allow such physicians to practice medicine under the supervision of a licensed physician for a limited duration, as determined by the state, while they are completing required examinations; and
• provide assistance (e.g., paying examination costs) for such physicians.
The bill also exempts under certain circumstances such physicians from the cap on full-time equivalent residents that is otherwise applicable for purposes of graduate medical education payments under Medicare.
