This bill limits membership eligibility for the National Society of the Daughters of the American Revolution (commonly known as the Daughters of the American Revolution, or DAR) to biological women. (Under the bill, biological women are human females who naturally have, had, will have, or would have—if not for a congenital anomaly or intentional or unintentional disruption—a female reproductive system.)
Members must also satisfy any genealogical and membership qualifications the organization establishes, as under current law.

Ratepayer Protection Act
The bill requires state utility regulators and nonregulated utilities to consider implementing a standard to hold certain large-load customers responsible for the costs associated with any generation, transmission, or distribution upgrade of electric service necessary to serve such customers. A large-load customer means a non-residential electric consumer that enters, or requests to enter, an agreement concerning the sale of electric energy primarily to operate information technology infrastructure and related systems pertaining to data storage and computational applications and services (e.g., data centers) that have a peak electric demand of 100 megawatts or more at a single site or campus.
Specifically, the bill requires states to consider implementing a federal standard for large-load customers. The standard must require rates charged by electric utilities for providing electric service to a large-load customer to be designed to recover from the large-load customer the full, incremental cost of any generation, transmission, or distribution upgrade necessary to serve such customer. This rate must include the costs that would be incurred if the large-load customer terminates an agreement with the electric utility pertaining to the sale of electric energy or otherwise ceases the purchase of energy from the electric utility.
Under the standard, an electric utility must require the large-load customer to provide to the utility financial assurances or contributions to cover the cost of any generation, transmission, or distribution upgrade that is necessary to serve the load of a large-load customer before the utility makes any generation, transmission, or distribution upgrade.

Birthright Citizenship Act of 2025
This bill limits birthright citizenship by redefining what it means to be subject to the jurisdiction of the United States.
Currently, a person born in the United States and subject to U.S. jurisdiction is entitled to citizenship. Under the bill, a person is subject to U.S. jurisdiction if he or she is born to a parent who is (1) a U.S. citizen or national, (2) a lawful permanent resident residing in the United States, or (3) a non-U.S. national (alien under federal law) with a lawful immigration status who is performing active service in the Armed Forces.
The bill does not affect the citizenship or nationality status of any person born before the bill's enactment date.

Legal Workforce Act
This bill directs the Department of Homeland Security (DHS) to create an electronic employment eligibility confirmation system modeled after and to replace the E-Verify system, which allows employers and recruiters to verify the immigration status of individuals. The bill also mandates the use of such a system, where currently only some employers, such as those with federal contracts, are required to use E-Verify.
The bill specifies documents that can establish an individual's identity and employment authorization. During the period starting when a job offer is made until three business days after hiring, the individual must attest to his or her employment authorization, and the employer or recruiter must attest that it has examined the individual's required documents.
Employers shall reverify certain types of employees who were not previously verified using E-Verify.
The Social Security Administration shall notify employees if their Social Security number has been used multiple times in an unusual manner. DHS shall establish programs for blocking and suspending misused numbers.
Employers that are required to use the verification system shall not be liable for any employment-related action based on a good-faith reliance on the system.
The bill establishes a phased-in participation deadline for different sizes and categories of employers, including agricultural employers.
The bill increases civil penalties related to hiring individuals without work authorization. It also preempts state laws relating to hiring and employment eligibility verification, but states may use their authority of business licensing to penalize employers for failing to comply with the bill's provisions.

No Antisemitism in Education Act of 2026
This bill requires local educational agencies (LEAs) and institutions of higher education (IHEs), as a condition of receiving federal funds, to treat discrimination that is motivated by antisemitism as vigorously as the LEA or IHE treats all other forms of discrimination prohibited by Title VI of the Civil Rights Act of 1964. (Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in federally funded programs or activities.)
The bill requires federal agencies, LEAs, and IHEs to consider the definition of antisemitism contained in a December 11, 2019, executive order when reviewing or investigating whether a discriminatory act or omission was motivated by discriminatory antisemitic intent. The executive order incorporates the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

Essential Caregivers Act of 2025
This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.
Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period.
Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.
