Connected Vehicle Security Act of 2026
This bill prohibits the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce of connected vehicles and related software and hardware components associated with China, Russia, Iran, or North Korea.
Connected vehicle means a vehicle that (1) integrates onboard networked hardware with automotive software systems to communicate with any other network or device using certain methods (e.g., wireless spectrum connectivity); or (2) is designed, manufactured, or originally equipped to communicate via such methods, regardless of whether such capability is enabled, disabled, or removed at the time the vehicle enters the United States.
Current regulations administered by the Department of Commerce's Bureau of Industry and Security (BIS) prohibit transactions involving vehicle connectivity system hardware and covered software designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of China or Russia.
The bill expands the BIS regulatory framework, including by (1) expanding the countries covered by the prohibition to include China, Russia, Iran, and North Korea (Current BIS regulations apply only to China and Russia.); and (2) specifying that certain artificial intelligence components are covered by the prohibition.
By January 1, 2027, BIS must publish a list of items that are authorized for the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce and would otherwise be subject to the bill's prohibition.
The bill also includes enforcement mechanisms, including that BIS must assess civil penalties for violations of the prohibition.

Motion Picture, Television, and Entertainment Revitalization Act
This bill establishes a federal business tax credit for a percentage of the compensation paid for services performed in the United States related to a qualified film or television production. (Conditions and exceptions apply.)
The bill defines a qualified film or television production as any production that is
• a feature film, television pilot, or television season;
• produced in the ordinary course of business for commercial purposes;
• capitalized;
• completed during the tax year with more than $1 million in total costs; and
• filmed in the United States for 75% of the photography days.
Under the bill, various types of programming are not a qualified film or television production, including news programs, live sporting events, and programming intended primarily for social media platforms.
The amount of the tax credit is 20% (base tax credit percentage) of the compensation paid for services performed in the United States related to a qualified film or television production. The base tax credit percentage increases by increments of 5% (up to a maximum tax credit percentage of 30%) if
• at least 30% of the production is filmed in a federally declared disaster area or rural qualified opportunity zone,
• the production is independently produced, or
• the production meets certain multi-state or increased domestic production requirements.
Special rules apply to animations, visual effects productions, and post-production activities.
Finally, the tax credit may be transferred to an unrelated third party in exchange for cash.

EFIN Verification Act of 2026
This bill requires the Internal Revenue Service (IRS) or a specified validator (e.g., software provider or state agency) to validate that an electronic filing identification number (EFIN) is authorized and active before a federal tax return or other document may be electronically filed with the IRS. (As background, an EFIN is assigned by the IRS to an individual or entity who is authorized to file federal tax returns and other documents on behalf of other taxpayers.)
Specifically, the bill requires (1) the IRS to develop a program to validate the status of an EFIN in real time, and (2) EFINs to be validated prior to the initial use and at intervals determined by the IRS.

This bill requires certain nursing and long-term care facilities to ensure residents have access to their designated essential caregivers during periods of restricted visitation.
Specifically, the bill requires Medicare skilled nursing facilities, long-term care hospitals, and inpatient rehabilitation facilities, as well as Medicaid nursing facilities and intermediate care facilities for individuals with intellectual disabilities, to allow residents to designate two essential caregivers and to allow these caregivers in-person access to residents even when visitation is otherwise restricted.
Facilities may limit access of essential caregivers only in accordance with guidance from the Centers for Medicare & Medicaid Services, as specified. Essential caregivers must agree to follow all safety protocols established by the facility, which may be no more restrictive than the protocols for staff.

Disrupt Explicit Forged Images And Non-Consensual Edits Act of 2025 or the DEFIANCE Act of 2025
This bill expands civil remedies for the nonconsensual disclosure of intimate images (i.e., nonconsensual pornography). The bill also establishes a new federal civil action for nonconsensual conduct involving intimate digital forgeries (i.e., deepfakes). The term intimate digital forgery means any intimate visual depiction of an identifiable individual created using software, machine learning, artificial intelligence, or other computer-generated or technological means that looks authentic.
With respect to the nonconsensual disclosure of intimate images, current law allows an identifiable individual to recover civil remedies, including litigation costs, damages, and injunctive relief. This bill increases the available damages by allowing the individual to recover punitive damages and by including, as part of actual damages, profits of the defendant that are attributable to the conduct at issue.
The bill also allows an identifiable individual who is the subject of an intimate digital forgery to file a federal civil action against anyone who knowingly discloses, produces or possesses with intent to disclose, or solicits and receives the intimate digital forgery without the individual's consent. Under the bill, the identifiable individual may recover the same expanded civil remedies that are available for the nonconsensual disclosure of intimate images.
Finally, the bill establishes a 10-year statute of limitations for filing civil actions involving nonconsensual intimate digital forgeries or nonconsensual disclosure of intimate images. The statute begins to run when the individual discovers the violation or turns 18, whichever is later.
