Rural Hospital Closure Relief Act of 2025
Sponsor Eugene Vindman (D). Original cosponsor. 3 cosponsors. H.R. 6240 on Congress.gov
Introduced
Rural Hospital Closure Relief Act of 2025
This bill temporarily allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare.
Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area.
The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency and to committing to provide a service that is in high demand in the hospital's service area. This authority expires nine years after the bill's enactment.
The Government Accountability Office must study the effects of the bill's implementation. In addition, the Medicare Payment Advisory Commission must study and recommend payment systems for rural hospitals under Medicare. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare, including any new payment models recommended by the commission.

The bill applies to
• the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF);
• the ATF's Directorate of Enforcement Programs and Services;

Prove It Act of 2025
This bill expands the requirements for federal agency rulemaking with respect to small businesses, organizations, and governmental jurisdictions.
Specifically, when conducting an initial regulatory flexibility analysis, agencies must include, where feasible, any reasonably foreseeable indirect costs the proposed rule may impose on small entities.
Further, if an agency certifies that an initial regulatory flexibility analysis is not required because the rule will not have a significant economic impact on a substantial number of small entities, the agency must provide such certification within 10 days to the Office of Advocacy of the Small Business Administration. A small entity or group of small entities may petition the Office of Advocacy to review such certification. The petition must include specified information, such as the issues the petitioner believes should be addressed and a proposed solution to the issues raised.
If the Office of Advocacy ultimately determines, upon a full review of the petition, that the proposed rule would have a significant economic impact on a substantial number of small entities, the agency promulgating the rule must perform an initial and final regulatory flexibility analysis for the rule. Additionally, if the agency does not participate or assist in the full review process, the finalized rule shall not apply to small entities.
The bill also requires agencies to publish, and allow for comments on, all guidance documents with respect to any rule an agency determines is likely to have a significant economic impact on a substantial number of small entities.

Shutdown Fairness Act
This bill provides appropriations to pay federal employees who work during a government shutdown.
Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to excepted employees for work performed during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). An excepted employee is an employee who is required to work during a government shutdown.
Under current law, excepted employees are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term excepted employee includes certain contractors who support federal employees during a government shutdown and members of the Armed Forces who are on active duty.
A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency.
The bill must take effect as if it had been enacted on September 30, 2025.

Protecting Air Ambulance Services for Americans Act of 2025
This bill authorizes payment changes under Medicare for air ambulance services based on certain collected data and requires additional reporting from providers of these services.
Current law requires providers of air ambulance services to report certain information regarding general costs and utilization to the Department of Health and Human Services; private health insurers are also required to report information relating to coverage of these services. The bill authorizes the Centers for Medicare & Medicaid Services to revise payment rates under Medicare for air ambulance services based on this data, and it requires providers of air ambulance services to specifically report information relating to costs and utilization under Medicare.
The bill also requires the Government Accountability Office to report on the data that is collected under current law requirements and to recommend changes to Medicare payment rates accordingly.
Nuclear REFUEL (Recycling Efficient Fuels Utilizing Expedited Licensing) Act

Introduced
The following analysis is based on draft bill text that was made available by the House of Representatives and may differ from the bill text as introduced.
Nuclear REFUEL (Recycling Efficient Fuels Utilizing Expedited Licensing) Act
This bill directs the Nuclear Regulatory Commission (NRC) to license future recycling facilities that reprocess certain spent nuclear fuel (i.e., radioactive waste) under regulations for special nuclear material rather than regulations for production and utilization facilities. The bill applies to domestic facilities that reprocess spent nuclear fuel in a manner that does not isolate plutonium. Generally, such recycling facilities reprocess spent nuclear fuel into materials that may be reused as nuclear fuel for electricity.
While there are no commercial reprocessing facilities currently operating in the United States, the bill specifies which regulatory framework the NRC must use when issuing licenses to future facilities by excluding such facilities from the statutory definition of production facility. The licensing process under regulations for special nuclear material has fewer steps than the licensing process under regulations for production and utilization facilities.
