This bill provides additional appropriations to the Internal Revenue Service (IRS) for FY2026-FY2031 and establishes reporting requirements related to tax enforcement for high-income individuals and corporations.
The bill provides specified appropriations to the IRS for FY2026-FY2031 for purposes such as tax enforcement, taxpayer services, technology and operations support, and business systems modernization. The funds provided by the bill remain available until expended.
The bill also requires the IRS to submit a report to Congress every two years that includes a comprehensive description of a plan to
• shift more IRS auditing and enforcement assets toward high-income individuals and large corporations,
• recruit and retain auditors with the skills essential to audit high-income individuals and large corporations, and
• increase voluntary compliance among high-income individuals and large corporations.
The report must also include (1) a description of the progress that has been made in implementing the plan; and (2) an analysis of how much of the difference between the taxes owed and the taxes collected by the IRS is attributable to taxpayers at different income levels, including high-income individuals and large corporations.
The bill also requires the Treasury Inspector General for Tax Administration to submit a report to Congress evaluating the IRS's plan and its progress in implementing the plan.

Infant Formula Safety Modernization Act of 2026
This bill directs the Food and Drug Administration (FDA) to expand requirements for the testing of infant formula and formula manufacturing facilities for pathogens and microorganisms.
Current regulations generally require manufacturers to test finished formula products for Cronobacter and Salmonella. The FDA tests manufacturing facilities for these contaminants in regular inspections, but manufacturers are not required to test their own facilities.
Within 90 days of the bill's enactment, the FDA must issue a final rule requiring manufacturers to test their facilities and finished formula products for certain pathogens and microorganisms, including Clostridium botulinum (which causes botulism). These regulations must include a recommended frequency for facilities testing, including requirements for testing different areas based on their proximity to formula products.
Manufacturers must notify the FDA within one business day of any positive result for one of the specified pathogens or microorganisms in a finished formula product, even if the product is still in the manufacturer’s possession. (Currently, notice is required only if the affected product has left the manufacturer’s facilities.) Manufacturers must also retain records of any positive result (from a test of formula or facilities).
The FDA must notify Congress within one business day of
• receiving notice of a positive test result for a finished formula product, or
• recommending official corrective action to address the findings of a facility inspection.
Finally, the regulations must explicitly require the FDA to enforce consistent inspection and compliance standards for all formula products, including imported products.

LNG Public Interest Determination Act of 2025
This bill modifies and expands requirements for exporting natural gas, including liquefied natural gas (LNG).
Under the existing provisions of the Natural Gas Act, exporters of natural gas must obtain authorization to make such exports from the Federal Energy Regulatory Commission (FERC). Additionally, FERC must authorize such exports if they are consistent with the public interest.
The bill directs exporters of natural gas to obtain authorization from the Department of Energy (DOE) rather than from FERC. Before granting an authorization, DOE must determine that the export would not likely (1) contribute significantly to climate change; (2) materially increase energy prices or energy price volatility for U.S. consumers; or (3) create a disproportionate health or environmental burden on rural, low-income, minority, and other vulnerable communities.
The bill also classifies an authorization of the exportation of natural gas as a major federal action that triggers the environmental review process required under the National Environmental Policy Act of 1969 (NEPA).
Additionally, the bill terminates the categorical exclusion for exports of natural gas, and any associated transportation of LNG by marine vessels, from NEPA environmental review requirements. A categorical exclusion is a class of actions that a federal agency has determined do not significantly affect the quality of the human environment and, thus, do not require either an environmental assessment nor an environmental impact statement.

George Floyd Justice in Policing Act of 2025
This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It increases accountability for law enforcement misconduct, restricts the use of certain policing practices, enhances transparency and data collection, and establishes best practices and training requirements.
The bill enhances existing enforcement mechanisms to remedy violations by law enforcement. Among other things, it does the following:
• lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution,
• limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer, and
• grants administrative subpoena power to the Department of Justice (DOJ) in pattern-or-practice investigations.
It establishes a framework to prevent and remedy racial profiling by law enforcement at the federal, state, and local levels. It also limits the unnecessary use of force and restricts the use of no-knock warrants, chokeholds, and carotid holds.
The bill creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It also establishes new reporting requirements, including on the use of force, officer misconduct, and routine policing practices (e.g., stops and searches).
Finally, it directs DOJ to create uniform accreditation standards for law enforcement agencies and requires law enforcement officers to complete training on racial profiling, implicit bias, and the duty to intervene when another officer uses excessive force.
