Safe Cloud Storage Act
This bill limits the civil and criminal liability of vendors that contract with law enforcement agencies to provide digital storage services (e.g., remote or cloud-based storage) for storing, maintaining, and processing child sexual abuse material (CSAM) in investigations of online child sexual exploitation.
Under current law, the National Center for Missing & Exploited Children (NCMEC) receives reports of online child sexual exploitation via its CyberTipline, evaluates and prioritizes the reports, and refers the reports to law enforcement agencies to investigate. Currently, federal law limits the liability of vendors that contract directly with the NCMEC to store and transfer CSAM. However, federal law does not limit the liability of vendors that contract with law enforcement agencies to assist in investigations.
This bill establishes liability protections for vendors that contract with federal, state, and local law enforcement agencies to store, maintain, and process CSAM in investigations of online child sexual exploitation. Specifically, the bill prohibits a civil claim or criminal charge in federal or state court against such a vendor, so long as the vendor has not engaged in intentional misconduct or negligent conduct, acted with malice or reckless disregard, or acted for a purpose unrelated to its contractual duties.
The bill requires vendors to comply with cybersecurity requirements for CSAM that is stored, maintained, or processed. The bill also requires vendors to comply with storage requirements for CSAM that is retained as evidence.

She Develops Regulations In Vehicle Equality and Safety Act or the She DRIVES Act
This bill directs the Department of Transportation (DOT) to revise motor vehicle safety standards to require the use of certain anthropomorphic test devices (i.e., crash test dummies) and testing on female crash test dummies.
Specifically, DOT must issue final rules to revise the current testing regulations to include specific adult male and adult female frontal impact and side impact crash test dummies.
The final rules must establish or update the testing injury criteria based on real-world injuries and the greatest potential to increase safety. The injury criteria must include head, neck, chest, abdomen, pelvis, upper leg, and lower leg criteria for the crash test dummies.
The final rules must also establish crashworthiness frontal and side impact tests for adult female occupants in all front seating positions that are currently tested for adult male occupants (as of the date of the bill's enactment).
Further, DOT must promulgate a final decision notice to update the testing procedures for the New Car Assessment Program of the National Highway Traffic Safety Administration to require the use of these crash test dummies for frontal and side impact crashworthiness testing.
Finally, DOT must submit reports to Congress that, among other things, identify timelines for DOT to incorporate additional types of crash test dummies into the regulations and identify testing devices used in other countries for similar crashworthiness standards.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2026 or the DISCLOSE Act of 2026
This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements.
Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda.
The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections.
Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.
Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle.
The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Puerto Rico Nutrition Assistance Fairness Act
This bill establishes a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program.
The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.
