This bill establishes new federal criminal offenses for robberies involving automated teller machines (ATMs), including stand-alone ATMs.
Specifically, the bill prohibits the robbery or attempted robbery of a person who is using or servicing an ATM. A violation is punishable by a fine, a prison term of up to 20 years, or both.
The bill also makes it unlawful to (1) tamper with, damage, remove, or steal an ATM without authorization and remove money or property from the ATM with the intent to steal it; or (2) receive, possess, conceal, store, barter, sell, or dispose of any money or property stolen from the ATM. A violation is punishable by a fine, a prison term (e.g., up to 10 years if the value of the stolen money and property exceeds $1,000), or both.
These new prohibitions apply with respect to any ATM owned, operated, or sponsored by a bank, credit union, or savings and loan association, regardless of whether the ATM is located on the physical premises of or owned and operated by the institution.
Finally, the bill establishes enhanced penalties for ATM-related criminal offenses (or attempted offenses) that involve a forcible assault or use of a dangerous weapon (up to 25 years in prison), the forced accompaniment of another person (up to 30 years in prison), or the killing of another person (any years or life in prison).

This bill eliminates the excise tax on domestic crude oil and imported petroleum products (known as the petroleum Superfund tax rate) beginning on January 1, 2026. The bill also eliminates the authority for advances to the Hazardous Substance Superfund from the General Fund of the U.S. Treasury.
Under current law, the petroleum Superfund tax rate imposed is 27 cents per barrel (in 2026 and indexed annually for inflation). Amounts collected from this tax are deposited into the Hazardous Substance Superfund, which finances the remediation of certain environmentally contaminated sites.
Further, under current law, the authority for advances to be appropriated to the Hazardous Substance Superfund extends through 2032.

Ending Coercion of Children and Harm Online or the ECCHO Act
This bill establishes a federal framework to combat the online coercion of minors to commit harm. The bill creates new criminal offenses, expands reporting of instances involving the online coercion of minors, facilitates the prosecution of offenders, and expands protections for minors who testify in court.
Specifically, the bill makes it a crime to intentionally coerce a minor to
• commit suicide (or attempt to);
• kill someone (or attempt to);
• kill a pet, emotional support animal, service animal, or horse (or attempt to);
• physically harm an individual (including the minor), pet, emotional support animal, service animal, or horse; or
• commit (or attempt to commit) arson or certain other acts such as doxxing or swatting.
A violation (or conspiracy or attempt to commit a violation) is subject to a fine, a prison term, or both.
The bill requires electronic communication service providers and remote computing service providers to report instances of online coercion of minors to the National Center for Missing & Exploited Children via the CyberTipline.
The bill facilitates the federal prosecution of offenses committed by (1) individuals as part of a child exploitation enterprise, and (2) minors in certain circumstances.
The bill extends various protections for minors who testify in court (e.g., certain privacy protections) to those who are victims of or witnesses to crimes involving mental injury (i.e., psychological or intellectual harm to a child) or the negligent treatment of a child.

NDO Fairness Act of 2026
This bill increases the requirements the government must meet to obtain a nondisclosure order (NDO) under the Stored Communications Act (SCA).
The SCA generally prohibits providers of remote computing services or electronic communication services (providers) from disclosing stored electronic communications or records (e.g., emails) or information pertaining to customers or subscribers. However, the SCA authorizes the government seek a warrant, order, or subpoena to compel providers to disclose electronic communications or records or information pertaining to customers or subscribers during an investigation. Providers may notify customers and subscribers of the warrant, order, or subpoena unless the government obtains a court order—an NDO—that delays the notification.
This bill raises the standard the government must meet to obtain (or extend) an NDO. The bill also requires the court, before issuing an NDO, to issue a written determination that the standard was met based on specific and articulable facts, and to review the underlying warrant, order, or subpoena.
The bill requires NDOs to be narrowly tailored. It also limits their duration to 90 days for most investigations, though it permits a duration of up to one year for investigations pertaining to an offense involving child pornography or sexual exploitation of children.
Finally, the bill requires the Department of Justice to report annually on NDO-related data, including the number of customers or subscribers targeted; applications for orders; orders granted, extended, or denied; and orders targeting members of the media or conduct related to certain protected activities.

Safeguard American Voter Eligibility Act or the SAVE America Act
This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections.
Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship.
Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship.
Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources.
Additionally, states must remove noncitizens from their official lists of eligible voters.
The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses.
Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
