The design of such a coin during the first five years of its issuance must be as described by the bill, however, subsequent designs may be selected by Treasury to celebrate the founding of the United States.

Sponsor Dan Sullivan (R). Original cosponsor. 1 cosponsor. S.J.Res. 80 on Congress.gov(opens in a new tab)
Became law
This joint resolution reopens portions of the National Petroleum Reserve for oil and gas leasing. (The reserve is an approximately 23-million-acre area on Alaska’s North Slope.)
Specifically, the joint resolution nullifies a plan submitted by the Bureau of Land Management in a rule titled National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision and issued on April 25, 2022. The 2022 plan replaced the 2020 plan and closed approximately 48% of the reserve to oil and gas leasing in order to protect certain surface resources and uses, such as protecting wildlife and providing subsistence for communities. Thus, the joint resolution removes the protections provided under the 2022 plan and reverts to the 2020 plan.

988 LGBTQ+ Youth Access Act of 2025
This bill reestablishes specialized services for youth who are lesbian, gay, bisexual, transgender, queer, or questioning (LGBTQ+) and seeking help from the 9-8-8 Suicide & Crisis Lifeline. This lifeline, which is administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), is a three-digit number that connects callers in suicidal crisis or mental health distress to a national network of crisis centers.
Previously, callers under the age of 25 could call the lifeline and press 3 to access specialized support for LGBTQ+ youth, but this subnetwork closed in 2025. The bill requires SAMHSA to reestablish and maintain these specialized services for LGBTQ+ youth seeking help from the lifeline. Also, the bill requires a certain minimum percentage of the funds appropriated for implementing the lifeline to be reserved for these services to LGBTQ+ youth.

This bill requires drug manufacturers to notify the Food and Drug Administration (FDA) if there is an increased demand, export restriction, or other circumstance that may result in a shortage of certain critical drugs.
Currently, drug manufacturers are required to notify the FDA in the event of a discontinuation or interruption in the supply of prescription drugs that are life-supporting, life-sustaining, or used for a debilitating disease or condition, including those used in medical emergencies, surgeries, or public health emergencies.
The bill requires drug manufacturers to also notify the FDA if there is an increased demand, export restriction, or other circumstance that may result in a meaningful shortfall or delay in meeting the demand for such drugs. Manufacturers must notify the FDA as soon as possible but no later than 10 days after the onset of the relevant circumstance. The notice must include the reasons for the increased demand, the expected duration, and any other information the FDA requires. The bill's requirements apply to both prescription and nonprescription drugs.
Drug manufacturers must also report twice a year (rather than annually) information on the quantities of drugs produced; manufacturers must also provide the names of the suppliers of corresponding active ingredients.
