This bill requires large social media platforms to permit certain providers of safety software to monitor and manage the activity of children under the age of 17 on such platforms.
Specifically, large social media platforms must make available a mechanism by which a child or their parent or guardian may permit a provider of safety software to (1) manage the child’s interactions, content, and account settings on the platform; and (2) regularly access the child’s user data.
A software provider may only disclose a child’s data under limited circumstances, including to the child’s parent or guardian if the child is experiencing or is at foreseeable risk of experiencing specified harms. Such harms include suicide, eating disorders, sexual abuse, harassment, and academic dishonesty. The provider may only share data necessary for a reasonable parent or caregiver to understand that the child is experiencing or is at risk of harm.
To participate, a software provider must register with the Federal Trade Commission, undergo a security review, and demonstrate that, among other requirements, the provider is based in the United States and will use a child's data solely to protect them from harm.
Under the bill, a large social media platform is generally a service that enables a child to share content through the internet with other users that the child has become aware of solely through the platform, and which has more than 100 million monthly global active users or generates more than $1 billion in gross annual revenue.

This bill establishes a federal statutory framework to require federal courts to issue an order prohibiting contact with a victim (i.e., a no-contact order) in the case of a defendant who is convicted of certain violent crimes or sex crimes.
Specifically, in the case of a defendant convicted of a felony offense that is a crime of violence or that involves a sexual act or sexual conduct, on a motion by the victim or federal government, the court must issue a no-contact order.
Under the framework, the no-contact order must be imposed at sentencing and be in effect for the lifetime of the defendant unless it is terminated or suspended in accordance with specified procedures. Additionally, no fee may be assessed or collected from a victim in connection with the issuance of a no-contact order.

Pre-Payment Fraud Prevention and Treasury Data Access Act
This bill expands efforts to identify, prevent, and recover improper payments of federal funds (e.g., overpayments, underpayments, payments to ineligible recipients).
Specifically, the Department of the Treasury must establish certain requirements that agencies must meet before directing Treasury to make a payment of federal funds. These pre-payment requirements must include verification of payee information, payment details, and fund availability. Further, agencies must, to the extent practicable, verify the accuracy of payee bank account information before directing Treasury to make a payment.
The bill also expands the Do Not Pay system, which provides agencies with access to centralized data for the purpose of verifying payee eligibility, and provides statutory authority for Treasury’s role as administrator of the system. The bill requires specified data assets to be added to the system and authorizes Treasury to (1) designate additional data assets for inclusion, and (2) access certain taxpayer and Social Security information for the system. The bill specifies that information obtained through the system may only be used to prevent and recover improper payments and establishes penalties for the unlawful disclosure of such information.
The bill explicitly requires executive agencies and state and local governments administering federally funded programs to screen payees against all appropriate Do Not Pay data assets and risk tools before making an award or directing a payment.
Finally, the bill establishes post-award reporting requirements for certain first-time fund recipients under federal programs for awards of $50,000 or more.
