Science of Reading Act of 2026
This bill revises the Comprehensive Literacy State Development (CLSD) grant program to prioritize literacy instruction that is aligned to the science of reading.
Under the bill, science of reading is defined as an interdisciplinary body of evidence-based research about reading and issues related to reading and writing that (1) identifies instruction in phonemic awareness, phonics, vocabulary, fluency, comprehension, and writing as essential components to skilled reading; (2) demonstrates the importance of background knowledge, oral language, the connection between reading and writing, and strong writing instruction; (3) explains why some students have difficulty with reading and writing; and (4) does not use a three-cueing model. Three-cueing model means an instructional approach or model that (1) uses meaning drawn from context, pictures, or syntax as the primary basis for teaching word recognition; or (2) teaches visual memory as the primary basis for word recognition.
Current law authorizes competitive CLSD grants to state educational agencies (SEAs) and, through them, competitive subgrants to local educational agencies for the development and implementation of a comprehensive literacy instruction plan, professional development, and other activities. Eligible early childhood education programs may also receive subgrants for early literacy services.
The bill (1) specifies that comprehensive literacy instruction for CLSD grants does not include the use of a three-cueing model, and (2) requires the Department of Education and SEAs to prioritize awarding CLSD grants and subgrants for evidence-based activities that are aligned to the science of reading.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2026 or the DISCLOSE Act of 2026
This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements.
Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda.
The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections.
Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.
Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle.
The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Delivering for Rural Seniors Act of 2025
This bill directs the Food and Nutrition Service (FNS) to award competitive grants to state agencies under a home delivery pilot program for participants in the Commodity Supplemental Food Program (CSFP).
As background, the CSFP works to improve the health of low-income persons at least 60 years of age by supplementing their diets with nutritious Department of Agriculture foods.
Under the pilot program, a state agency must distribute grant funds to an eligible entity (i.e., a local agency or subdistributing agency) to operate projects that facilitate home delivery of commodities to CSFP participants. Grant funds may be used for costs associated with
• transportation and distribution of commodities to CSFP participants,
• staffing required to operate home delivery services, and
• home delivery outreach to CSFP participants or potential participants.
A state agency must prioritize eligible entities that serve CSFP participants who reside in rural areas.
A state agency must also submit an annual report to FNS about the project, including best practices regarding the use of home delivery to improve the effectiveness of the CSFP.

This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits).
Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level.
The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

SNAP Administrator Retention Act of 2025
This bill directs the Food and Nutrition Service (FNS) to pay Supplemental Nutrition Assistance Program (SNAP) state agencies for 100% of SNAP administrative personnel costs. The bill also requires that state SNAP agency administrators be paid at least the same amount as federal employees. (Under current law, FNS generally pays 50% of a state's administrative costs for SNAP.)
Specifically, FNS must pay a state agency for 100% of all SNAP administrative personnel costs that are part of an FNS-approved state agency personnel wage plan. This must include all costs associated with hiring and training new employees, maintaining those personnel costs, and complying with wage standards. The state agency must use these funds (1) to supplement, not supplant, nonfederal funds used for existing administrative personnel costs; and (2) for existing or additional full-time positions that are above the number of positions that were held in FY2024.
The bill also requires that the wage standards for SNAP state agency administrators be (1) at least the same amount as the General Schedule (GS) pay rate for federal employees; and (2) updated annually based on any increase in the GS pay rate, including locality adjustments.
