New Era of Preventing End-Stage Kidney Disease Act
This bill establishes regional centers of excellence, postgraduate fellowships, and training for health professionals relating to the diagnosis and treatment of rare kidney disease. It also requires the Department of Health and Human Services (HHS) to conduct various studies on rare kidney disease.
Specifically, it authorizes the National Institute of Diabetes and Digestive and Kidney Diseases to award funding to public and private nonprofit entities for establishing regional centers of excellence that will increase public awareness, conduct research, and develop resources for diagnosing and treating rare kidney diseases. A center may receive such funding for up to five years, unless extended by the institute.
The bill also requires health professions schools receiving a grant from the Health Resources and Services Administration (HRSA) Centers of Excellence program to award fellowships for training on preventing, diagnosing, and treating rare kidney disease in disproportionately impacted populations.
Also, the bill expands the priorities of HRSA’s Primary Care Training and Enhancement program to include training for health care workers to care for individuals with kidney disease.
Additionally, HHS must conduct several studies and report to Congress on topics such as treating rare kidney disease in disproportionately affected populations, eliminating the need for dialysis or kidney transplants, and increasing public awareness of rare kidney disease.

Connected Vehicle Security Act of 2026
This bill prohibits the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce of connected vehicles and related software and hardware components associated with China, Russia, Iran, or North Korea.
Connected vehicle means a vehicle that (1) integrates onboard networked hardware with automotive software systems to communicate with any other network or device using certain methods (e.g., wireless spectrum connectivity); or (2) is designed, manufactured, or originally equipped to communicate via such methods, regardless of whether such capability is enabled, disabled, or removed at the time the vehicle enters the United States.
Current regulations administered by the Department of Commerce's Bureau of Industry and Security (BIS) prohibit transactions involving vehicle connectivity system hardware and covered software designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of China or Russia.
The bill expands the BIS regulatory framework, including by (1) expanding the countries covered by the prohibition to include China, Russia, Iran, and North Korea (Current BIS regulations apply only to China and Russia.); and (2) specifying that certain artificial intelligence components are covered by the prohibition.
By January 1, 2027, BIS must publish a list of items that are authorized for the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce and would otherwise be subject to the bill's prohibition.
The bill also includes enforcement mechanisms, including that BIS must assess civil penalties for violations of the prohibition.

Restoration of Employment Choice for Adults with Disabilities Act
This bill relaxes requirements that allow entities with a special wage certificate to pay subminimum wages to individuals with disabilities.
Specifically, the bill eliminates a requirement that an individual with a disability who is age 24 or younger receive pre-employment transition services and meet specified vocational rehabilitation criteria before beginning subminimum wage work.
The bill also relaxes career counseling and service referral requirements that apply to an individual with a disability who is paid at a subminimum wage. Current law requires an entity to ensure that an individual employed at subminimum wage receives periodic career counseling, information, and referrals to other services from the designated state agency. Under the bill, this requirement is met if the employer makes a documented effort to contact the state agency for those resources on behalf of the employee, and the state agency subsequently fails to provide the counseling, information, and referrals.
