This bill directs the Department of Education (ED) to establish a postsecondary education match savings account demonstration grant program, through which ED must award competitive grants to states and nonprofit organizations to provide certain low-income students with postsecondary education match savings accounts (e.g., 529 plans).
Further, ED must (1) develop and make available to grant recipients certain tools, including a training platform, a program guide, an online data portal, and certain trainings (e.g., on workforce readiness); (2) ensure that participation in the grant program does not affect student eligibility for Federal Pell Grants; and (3) provide technical assistance.
Grant recipients must use funds to (1) select eligible students to participate in the grant program, (2) provide selected students with financial literacy education, (3) establish a postsecondary education match savings account for each participating student and allow such students and their families to deposit funds in their account to save for attendance at an institution of higher education or an area career and technical education school, and (4) reserve matching funds for participating students. Additionally, grant recipients must ensure that participating students are entitled to withdraw funds from their accounts under certain circumstances.

This bill requires the National Institute of Standards and Technology (NIST) to carry out a program to inform the development of best practices, technical standards, and other resources for measuring workloads and energy and water use of data centers, including measurements relating to training and processing of artificial intelligence models.
Specifically, NIST must
• develop or identify best practices and other resources for such measurements, taking into account specified factors such as workload type and system configuration;
• conduct research and testing to improve the accuracy, timeliness, and reliability of such measurements;
• study data needs for energy and water demand forecasting and other research; and
• support the development of standardized metrics and data sharing mechanisms to promote improved energy and water demand forecasting.

Finally, NIST must periodically brief Congress on the program.

End Veteran Homelessness Act of 2025
This bill requires the Department of Veterans Affairs (VA) to furnish case management to certain veterans who are eligible for the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program administered by the Department of Housing and Urban Development (HUD) and the VA.
Specifically, the VA must furnish case management to veterans who are eligible for HUD-VASH that the VA determines require case management. The VA must prioritize vulnerable homeless veterans in assigning case managers and providing services.
The VA must take certain actions if a veteran refuses case management. HUD or a public housing authority may not revoke assistance solely on the basis that a veteran has refused case management. Additionally, a veteran may not be evicted or penalized by the owner of a property solely on the basis that they have refused case management or cannot be provided case management for health and safety reasons.
The Government Accountability Office must report to Congress on veterans who are served by the HUD-VASH program, case managers and case management services provided under the program, and metrics about housing stability for veterans participating in federal housing assistance programs.
The bill also provides statutory authority to expand eligibility for the HUD-VASH program to any veteran who is homeless, at risk of homelessness, or receiving assistance under another housing assistance program if the VA determines a voucher under HUD-VASH is more appropriate. (Currently, assistance is statutorily limited to certain veterans who have chronic mental illness or substance use disorders.)
