Sponsor Vince Fong (R). Joined Jun 25, 2025. 7 cosponsors. H.R. 390 on Congress.gov
Passed the House
Advanced Capabilities for Emergency Response Operations Act or the ACERO Act
This bill provides statutory authority for the Advanced Capabilities for Emergency Response Operations (ACERO) project. The ACERO project conducts research and development activities regarding aerial response to wildfires using uncrewed aircraft systems (UAS) and other advanced aviation technologies. It is administered by the National Aeronautics and Space Administration (NASA).
The bill directs the ACERO project to address airspace management and deconfliction during wildfire response efforts, including through real-time information sharing among response teams and the development of a platform to provide situational awareness of aerial assets. The bill also directs the ACERO project to establish a multiagency concept of operations to facilitate the coordination of aerial wildfire response among federal, state, and local government agencies. NASA must consult with other federal agencies and departments to avoid duplication of these efforts.
NASA generally may not procure UAS manufactured or assembled by specified foreign entities, including entities domiciled in or controlled by China, for use by the ACERO project.

This bill prohibits governmental restrictions on the provision of, and access to, abortion services.
Before fetal viability, governments may not restrict providers from
• using particular abortion procedures or drugs,
• offering abortion services via telemedicine, or
• immediately providing abortion services if delaying risks the patient's health.
Furthermore, governments may not require providers to
• perform unnecessary medical procedures,
• provide medically inaccurate information, or
• comply with credentialing or other conditions that do not apply to providers who offer medically comparable services to abortions.
Additionally, governments may not require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining services.
After fetal viability, governments may not restrict providers from performing abortions when necessary to protect a patient's life and health. The same provisions that apply to abortions before viability also apply to necessary abortions after viability. Additionally, states may authorize post-viability abortions in circumstances beyond those that the bill considers necessary.
Further, the bill recognizes an individual's right to interstate travel, including for abortion services.
The bill also prohibits governments from implementing measures that are similar to those restricted by the bill or that otherwise target and impede access to abortion services, unless the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means.
The Department of Justice, individuals, or providers may sue states or government officials to enforce this bill, regardless of certain immunity that would otherwise apply.

This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to a veteran's (or service member's) primary residence for specified purposes (e.g., allowing for entrance to their home).
The bill requires the Department of Veterans Affairs to increase the maximum dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Justice for ALS Veterans Act of 2025
This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death.
For purposes of compensation for a surviving spouse of a veteran who dies from ALS, the spouse must have been married to the veteran for a continuous period of eight years or longer prior to the death of the veteran.
Additionally, the Department of Veterans Affairs (VA) must report on service-connected disabilities the VA determines should be treated in the same manner as ALS for purposes of dependency and indemnity compensation.

This bill allows certain hospitals to receive additional payment under Medicare for full-time equivalent residents who receive training in rural areas.
Specifically, hospitals, critical access hospitals, sole community hospitals, and rural emergency hospitals may elect to receive payment for time spent by a resident in a rural training location if the resident trains for at least eight weeks in the location and the hospital pays the salary and benefits of the resident during this time. Additionally, hospitals may receive payment for all time spent by residents in a residency program in which 50% of all training is in rural locations, regardless of where the training occurs or specialty.
Payments are based on the difference between the total amount of eligible payments (as determined by the Centers for Medicare & Medicaid Services) and the amount of graduate medical education payments received (if applicable).

This bill reauthorizes through FY2029 and expands an existing program of the Environmental Protection Agency (EPA) that awards grants to states and local governments to (1) monitor the water quality of coastal recreational waters adjacent to beaches or similar points of access that are used by the public; and (2) notify the public, local governments, and the EPA when the water is not safe for recreational activities.
Specifically, the bill expands the program to allow the EPA to award grants for identifying sources of contamination (i.e., pathogens) for coastal recreation waters. It also allows grants to be used for monitoring and notification of contamination in (1) shallow waters upstream from recreational waters, and (2) recreational waters on beaches.

This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans.
Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations.
The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Agricultural and Forestry Hauling Efficiency Act
This bill allows Virginia to increase the vehicle weight limit for covered agricultural vehicles traveling on interstate highways to 90,000 pounds. Specifically, Virginia may provide a special permit for these covered agricultural vehicles to operate on interstate highways in Virginia.
The term covered agricultural vehicle means a vehicle that is transporting (1) unprocessed agricultural crops used for food, feed, or fiber; or (2) raw or unfinished forest products, including logs, pulpwood, rough-sawn green lumber, biomass, or wood chips.
Under current law, there is an 80,000 pound overall gross vehicle weight limit for interstate highways, with exceptions. Virginia allows certain agricultural vehicles that do not exceed 90,000 pounds to travel on Virginia highways that are not part of the interstate highway system.

Incentivizing Readiness and Environmental Protection Integration Sales Act of 2025
This bill excludes the gain from the sale of a qualified real property interest under the Readiness and Environmental Protection Integration (REPI) Program from gross income for federal tax purposes. (Some limitations apply.)
As background, the REPI Program supports cost-sharing agreements between the Armed Forces, other federal agencies, state and local governments, and certain private organizations to address land use near military installations, address environmental restrictions that limit military activities, and increase military installation resilience.
Under the bill, the exclusion from gross income applies to gain from the sale of a real property interest (pursuant to an agreement under the REPI Program) to
• a state or U.S. possession (or a political subdivision of a state or U.S. possession) or the District of Columbia;
• the United States;
• certain corporations, trusts, community chest, funds, or foundations; or
• certain charitable organizations.
Further, under the bill, the real property interest that is sold may be (1) the entire interest in the real property, (2) a remainder interest in the real property, or (3) a restriction on the use of the real property (e.g., easement) that is granted in perpetuity and created under state law.
However, the bill limits such exclusion from gross income for a partnership or other pass-through entity (other than a family partnership or family pass-through entity) to gain from the sale of a real property interest that is held for at least three years.

Lowering Egg Prices Act of 2025
This bill permits unrefrigerated surplus eggs originally intended for hatching to be repurposed for use in pasteurized liquid egg products intended for consumption.
Under current regulations, most eggs intended for consumption must be refrigerated within 36 hours of being laid. The bill would exempt from this requirement surplus broiler hatching eggs (eggs originally intended to be hatched and raised for meat) that are repurposed for sale to an egg breaker (a facility that sells liquid egg to food manufacturers).
(Broiler hatching eggs are generally held at a warmer temperature than other eggs in order to facilitate incubation. Because these eggs are not refrigerated, current regulations prohibit the sale of any surplus broiler hatching eggs to egg breakers for use in liquid egg products. Liquid egg products distributed for consumption are separately required under current law to be pasteurized, or treated to destroy bacteria.)
The bill also requires the Food and Drug Administration to revise the refrigeration requirement to permit surplus broiler hatching eggs held at temperatures suitable for hatching chicks to be sold to egg breakers for processing as liquid egg products.

Metastatic Breast Cancer Access to Care Act
This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body).
Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals).
Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check.
The prohibition does not apply to certain firearm transfers or exchanges, such as a gift between spouses.
