Increased TSP Access Act of 2025
This bill directs the Department of Agriculture (USDA) to modify the certification process for Technical Service Providers (TSPs) at the Natural Resources Conservation Service (NRCS) by establishing an approval process for nonfederal certifying entities and a streamlined certification process for TSPs that hold certain specialty certifications.
As background, TSPs are third-party service providers, such as private businesses, Indian tribes, and nonprofit organizations, that work on behalf of customers to offer planning, design, and implementation services that meet NRCS criteria.
The bill specifies that USDA must ensure, to the maximum extent practicable, third-party providers with expertise in the technical aspects of conservation practice design, implementation, and evaluation are eligible to become approved TSPs.
USDA must provide a streamlined certification process for TSPs who hold appropriate specialty certifications (e.g., certified crop advisors).
In determining the eligibility of a nonfederal certifying entity, USDA must consider the ability, experience, expertise, and history of the entity. USDA must decide whether to approve an application submitted by a nonfederal certifying entity to certify TSPs within a specified time period.
USDA must also review a TSP's certification by a nonfederal certifying entity within a specified time period. If the certification is satisfactory, USDA must include the TSP on a USDA-maintained registry of certified TSPs.
The bill also specifies that TSPs must be paid at rates equivalent to technical assistance provided by USDA.
Further, USDA must provide accessible public information on TSPs, including information on funding, certification results, and utilization rates.

Health Care Affordability Act of 2025
This bill makes permanent temporary changes enacted by the American Rescue Plan Act of 2021 (ARPA) and the Inflation Reduction Act of 2022 (IRA) that generally expand eligibility for and increase the amount of the premium tax credit.
Currently, eligible taxpayers may be able to claim the premium tax credit, which applies toward the cost of obtaining health insurance through health insurance exchanges. To be eligible for the premium tax credit, a taxpayer’s household income must meet or exceed 100% of the federal poverty level (FPL) and, after 2025, may not exceed 400% of the FPL (maximum income limit). For 2021-2025, the ARPA and IRA eliminated the maximum income limit, which generally expands eligibility for the premium tax credit.
Further, under current law, the amount of the premium tax credit is (1) generally the plan premium (conditions apply), minus (2) the taxpayer’s household income multiplied by the applicable percentage. The applicable percentage is a specific percentage that varies depending on which of six income ranges (adjusted for inflation after 2025) the taxpayer’s household income falls within. For 2021-2025, the ARPA and IRA lowered the applicable percentages and eliminated the adjustment of the applicable percentages for inflation, which generally increases the amount of the premium tax credit.
The bill makes permanent the elimination of the 400% maximum income limit, the lower applicable percentages, and the elimination of the inflation adjustment for the applicable percentages.

Correcting Guam's History in the PACT Act
This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Conrad State 30 and Physician Access Reauthorization Act
This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment.
Individuals coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area.
The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand.
A physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the physician's work is in the public interest, even if the medical center is not in an underserved area.
Employment contracts for physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work.
Certain physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Investing in All of America Act of 2025
This act modifies the limit on the amount of financing available to a Small Business Investment Company (SBIC) from the Small Business Administration (SBA). It also expands the definition of private capital with respect to SBICs.
Specifically, the act reduces the maximum outstanding financing available to an SBIC from 300% to 200% of the SBIC's private capital. The act increases from $350 million to $475 million the maximum financing available to two or more commonly controlled SBICs that make quarterly or semiannual interest payments.
The act also expands the amounts that may be excluded from the calculation of the financing limit to include the amounts an SBIC invests in (1) rural areas, (2) certain technology categories, or (3) small manufacturers. The act revises the cap on such excluded amounts to the lesser of $125 million or the aggregate of 50% of the private capital of the SBIC.
Additionally, the act expands what is considered the private capital of an SBIC to include funds obtained from the business revenue of additional government-sponsored corporations and funds invested by the trust or endowment of a college or university.

Snow Water Supply Forecasting Reauthorization Act of 2025
This bill reauthorizes through FY2031 and modifies the Snow Water Supply Forecasting Program of the Bureau of Reclamation. Under the existing program, Reclamation implements activities to improve snowpack measurements used for water supply forecasts in certain western states.
The bill directs Reclamation to incorporate, to the greatest extent practicable, information from technologies that provide complete integration of accurate, timely, and spatially complete snowpack measurements and models when determining water supply forecasts or allocations to federal water contractors.
Additionally, the bill requires the program's framework to emphasize the deployment of technologies that provide integration of snowpack measuring and modeling. The bill also requires the program's focus—activities that maintain, establish, expand, or advance snowpack measurement and integrated modeling—to place an emphasis on (1) enhancing activities to achieve improved snow and water supply forecasting results that are more responsive to changing weather and watershed conditions, (2) real-time integration of measurement and modeling activities with water supply forecasts, (3) activities in river basins where measurements or modeling can produce snow and water supply data to inform water management decisions, and (4) building the capacity of the program partners to implement and adapt to the new measurement and forecast capabilities.

Safer Skies Act of 2025
This bill directs the Transportation Security Administration (TSA) to require that certain small public charter air carrier operations comply with the Aircraft Operator Standard Security Program (AOSSP).
As background, the TSA has different types of security programs based on the nature of the air carrier’s operations. Currently, the AOSSP requirements apply to all scheduled passenger service with a seating capacity of 61 or more seats that operate into or out of a TSA-controlled sterile area.
The TSA also has other security programs that have less stringent security requirements than the AOSSP. These programs are designed for different types of aircraft operators, including operations under Part 135 (e.g., scheduled commuter flights in smaller aircraft) and Part 380 (e.g., public charter flights) of the Department of Transportation’s regulations.
This bill applies the AOSSP requirements to air carriers operating under Part 135 and Part 380 that (1) operate scheduled public charter service, (2) operate airplanes configured with 10 or more passenger seats, and (3) do not enplane or deplane in a TSA-managed checkpoint.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025
This bill reauthorizes programs and activities that combat international trafficking; establishes a new program to help victims of trafficking; and updates various elements of the federal framework to combat international trafficking.
Specifically, this bill reauthorizes through FY2029 programs and activities at various federal departments and agencies to combat international trafficking and reduce the prevalence of modern slavery. The bill also reauthorizes International Megan’s Law through FY2029. Among its provisions, the law requires sex offenders to provide certain information about their intended travel outside of the United States.
Additionally, the bill authorizes the Department of Health and Human Services to carry out a new program to help victims of trafficking integrate or reintegrate into society.
The bill requires the Department of State's Trafficking in Persons Report to include information about trafficking in persons for the purposes of organ removal.
With respect to country rankings for anti-trafficking efforts, the bill narrows the types of countries that are listed on the Tier 2 Watch List and increases the length of time a country may remain on the Tier 2 Watch List after being downgraded to the lowest ranking and then reinstated to the watch list. (The Tier 2 Watch List refers to countries that are making efforts to meet international standards for combatting human trafficking but still have a significant number of severe trafficking cases.)
Finally, the bill requires counter-trafficking strategies, activities, and efforts to be further incorporated into U.S. foreign assistance.
