Medical Supply Chain Resiliency Act
This bill authorizes actions to facilitate trade in medical goods (i.e., medical devices, pharmaceutical goods, or inputs for such devices or goods).
Specifically, the bill authorizes the President to (1) negotiate, enter into, and enforce a trusted trade partner agreement with a country or countries with respect to medical goods; and (2) proclaim a modification of any existing duty, a continuance of existing duty-free or excise treatment, or additional duties to carry out the trade agreement. These actions may only be taken if the President determines, based on specified considerations, that the reciprocal elimination of existing duties or other import restrictions with respect to medical goods would contribute to U.S. national security and public health.
A trusted trade partner agreement may include certain provisions, such as those to (1) reduce or eliminate duties, quotas, or other trade barriers; (2) diversify and expand supplier networks to secure a reliable supply of medical goods; and (3) harmonize regulatory procedures.
Not later than 60 days before initiating negotiations with a trusted trade partner, the President must submit written notice to Congress. The bill requires congressional consultation and review of these trade agreements. A trade agreement shall not take effect if, during the required review period, Congress enacts a joint resolution of disapproval.
The Office of the U.S. Trade Representative must monitor compliance by a trusted trade partner with the trade agreement's commitments and obligations. Further, the President may take certain actions in response to a failure to comply.

Supply Chain Security and Growth Act of 2025
This bill establishes a tax credit for qualified investments made in certain facilities that are located in a U.S. possession and manufacture drugs, pharmaceuticals, semiconductors, or certain other items, subject to limitations. The bill also increases the deemed-paid foreign tax credit for taxes paid to a U.S. possession.
Specifically, under the bill, a taxpayer (other than a prohibited foreign entity) is allowed a tax credit for 40% of an investment in certain property that is
• placed into service during the tax year;
• integral to the operation of a critical supply chain facility; and
• constructed, reconstructed, or erected by the taxpayer, or property acquired for original used by the taxpayer.
The bill defines critical supply chain facility as a facility that (1) manufactures active pharmaceutical ingredients, drugs, biologic products, medical countermeasures, medical diagnostic devices, semiconductors, semiconductor manufacturing equipment, aerospace equipment, or artificial nanomaterials; and (2) is located in Puerto Rico, Guam, American Samoa, the Northern Mariana Islands, or the Virgin Islands.
Under the bill, the tax credit is transferable and may be claimed as a direct cash payment (i.e., elective payment). (Limitations apply.)
Finally, the bill increases to 100% (from 80%) the deemed-paid foreign tax credit for income taxes paid or accrued by a controlled foreign corporation (CFC) to a U.S. possession. (Under current law, a U.S. shareholder of a CFC is allowed a tax credit for income taxes paid by a CFC on certain income attributable to the U.S. shareholder.)

Family Farm and Small Business Exemption Act
This bill restores an exemption for certain family farms and small businesses on the Free Application for Federal Student Aid (FAFSA) form. The bill applies to the net worth of (1) a family farm on which the family resides, or (2) a small business with not more than 100 full-time or full-time equivalent employees that is owned and controlled by the family.
Prior to recent changes made to the FAFSA, the net worth of these family farms and small businesses were excluded as assets when calculating a student's financial need to determine federal student aid eligibility. Beginning with the 2024-2025 academic year, the net worth of these farms and businesses are treated as an asset and therefore included in the calculation. This bill restores the exemption to exclude such net worth from the calculation.

At least 50% of the amounts made available to carry out the grant program must be used for projects that directly conserve, restore, or enhance big game movement areas.
Interior must also establish a research program that provides funds to state fish and wildlife agencies and Indian tribes to collect and analyze data on the identification, characteristics, or management of movement areas.
The bill reauthorizes through FY2031 and expands the Partners for Fish and Wildlife Program to allow Interior to use program funds to provide technical assistance to other federal agencies to implement voluntary programs with a focus on migration corridor or seasonal habitat conservation efforts on private and tribal land.
The bill also reauthorizes through FY2031 cooperative research and training programs for fish and wildlife resources. At least 50% of the funding must be used for projects that improve habitat quality in movement areas of big game and other wildlife.
Additionally, the bill directs the U.S. Geological Survey to work with, and provide technical assistance to, federal agencies, states, and Indian tribes to build on existing efforts to map movement areas.

Bringing Real Accountability Via Enforcement in Burma Act or the BRAVE Burma Act
This bill extends and expands a law imposing sanctions on Burma. The bill also requires the President to appoint a Special Envoy for Burma.
Current law authorizes, and in some cases requires, the President to impose sanctions on certain Burmese state-owned enterprises, Burmese officials and family members, and other foreign persons. The bill extends this law through December 23, 2032. The bill also requires the President to annually determine, for the next seven years, whether the Myanma Oil and Gas Enterprise, the Myanma Economic Bank, or foreign persons operating in Burma's jet fuel sector meet the criteria for required sanctions under (1) the previously mentioned law; or (2) Executive Order 14014, Blocking Property With Respect to the Situation in Burma.
The U.S. Executive Director at the International Monetary Fund (IMF) must advocate and vote to limit any increase to Burma's IMF shareholding while Burma's State Administrative Council is in power. (The State Administrative Council is the junta installed after Burma's 2021 military coup.)
The President must appoint a Special Envoy for Burma with the advice and consent of the Senate. The envoy shall have the rank and status of ambassador and be responsible for coordinating all aspects of U.S. policy regarding Burma, including sanctions, arms embargoes, and assistance to the people of Burma.

Space Infrastructure Act
This bill directs the Department of Homeland Security (DHS) to designate space systems, services, and technology as a critical infrastructure sector. Under current law, critical infrastructure means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.
DHS must issue guidance with respect to the designation, in which it must define the scope of the sector and name a federal agency to serve as the federal interface for the prioritization and coordination of activities specific to the sector, among other duties.
The bill also adds the space systems, services, and technology sector to a list of critical infrastructure sectors that DHS must consider in allocating certain national security grants.
