Protecting Air Ambulance Services for Americans Act of 2025
This bill authorizes payment changes under Medicare for air ambulance services based on certain collected data and requires additional reporting from providers of these services.
Current law requires providers of air ambulance services to report certain information regarding general costs and utilization to the Department of Health and Human Services; private health insurers are also required to report information relating to coverage of these services. The bill authorizes the Centers for Medicare & Medicaid Services to revise payment rates under Medicare for air ambulance services based on this data, and it requires providers of air ambulance services to specifically report information relating to costs and utilization under Medicare.
The bill also requires the Government Accountability Office to report on the data that is collected under current law requirements and to recommend changes to Medicare payment rates accordingly.

Keep STEM Talent Act of 2025
This bill addresses issues relating to non-U.S. nationals (aliens under federal law) with advanced degrees in a science, technology, engineering, or mathematics (STEM) field, including exempting certain such individuals from direct limitations on the number of immigrant visas granted per year.
To be exempt from the annual numerical limitations on immigrant visas, the individual must (1) have earned a master's level or higher degree in certain STEM fields while in the United States attending an accredited higher education institution, (2) be employed (or have an offer) to perform work directly related to the degree and earn higher than the median wage for that occupation, and (3) meet certain labor certification requirements.
The bill also allows an individual seeking a nonimmigrant F-1 (student) visa for an advanced STEM degree to obtain the nonimmigrant visa even if the individual seeks lawful permanent resident status. (Generally, an individual may be denied a nonimmigrant visa if the individual actually intends to seek immigrant status, unless dual intent is allowed for that visa.)
Under this bill, to be approved for an F-1 visa for an advanced STEM degree, the applicant must apply for the visa before beginning the advanced degree program.
The bill also requires an individual who is inside the United States and applying for an F-1 visa for an advanced STEM degree to undergo the same vetting (e.g., verifying academic credentials and undergoing background checks) as an individual applying from outside the United States.

This bill authorizes certain Purple Heart recipients to elect to transfer to one or more eligible dependents (e.g., a spouse or child) unused portions of such recipients’ entitlement to Post-9/11 GI Bill educational assistance. This authority specifically applies to veterans who are awarded the Purple Heart for service in the Armed Forces occurring on or after September 11, 2001, and who have been discharged or released from active service.
Under the bill, the total number of months of entitlement transferred by a Purple Heart recipient may not exceed 36 months. Additionally, the Purple Heart recipient may modify or revoke any unused portion of the transferred entitlement by submitting written notice to the Department of Veterans Affairs (VA) and Department of Defense (DOD).
A transferred entitlement may not be treated as marital property or marital assets in divorce or other civil proceedings.
The death of the Purple Heart recipient must not affect the use of the entitlement by the individual who receives the transferred entitlement.
In the event of an overpayment of educational assistance, the Purple Heart recipient and the transferee of the entitlement must be held jointly and severally liable for the amount.
The bill requires the VA and DOD to coordinate to facilitate the transfer of entitlements under the bill.

Fight Illicit Pill Presses Act
This bill broadens the scope of pill machines that are subject to regulation under the Controlled Substances Act (CSA). The bill also requires regulated machines to have serial numbers and imposes criminal penalties for conduct involving the removal of serial numbers or the transportation of regulated machines knowing the serial numbers have been removed.
Currently, the CSA requires persons who manufacture, distribute, import, export, or purchase certain regulated machines to keep records of and report on transactions involving the machines. Currently, the term regulated machines includes tableting machines and encapsulating machines.
This bill requires persons who sell or deliver regulated machines to comply with the CSA's recordkeeping and reporting requirements, in addition to persons who manufacture, distribute, import, export, or purchase them.
The bill also expands regulated machines, for which transactions must be recorded and reported, to include critical parts of tableting and encapsulating machines such as dies used to mold pills and punches used to imprint markings and logos onto pills.
The bill requires serial numbers to be permanently affixed to encapsulating machines, tableting machines, and critical parts of tableting and encapsulating machines.
Finally, the bill prohibits, subject to criminal penalties, the (1) removal, alteration, or obliteration of any serial number affixed to a tableting machine, encapsulating machine, or a critical part; or (2) transportation, shipment, receipt, possession, distribution, delivery, sale, import, or export of any tableting machine, encapsulating machine, or critical part knowing the serial number has been removed, altered, or obliterated.
