Rebuild America's Schools Act of 2026
This bill provides support for long-term improvements to public elementary and secondary school facilities.
First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to individuals with disabilities.
Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires such LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America).
The bill restores school infrastructure tax credit bonds.
The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of selected projects on student and staff health and safety, and the accessibility of projects to high-needs schools.
The bill also establishes the Office of School Infrastructure and Sustainability within the Department of Education.
Next, the bill extends through FY2031 the Impact Aid Construction program.
Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act
This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or nonimmigrant visa, unless there is a statutory basis for such discrimination.
The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific and credible facts that threaten U.S. interests such as public safety.
The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to (1) only issue a restriction when required to address a compelling government interest, and (2) narrowly tailor the suspension to use the least restrictive means to achieve such an interest.
Before imposing a restriction, the State Department and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition. If such a report is not made, the restriction shall immediately terminate.
Individuals or entities present in the United States and unlawfully harmed by such a restriction may sue in federal court.
The bill transfers the authority to suspend the entry of aliens traveling to the United States on a commercial airline that failed to comply with regulations related to detecting fraudulent travel documents from the Department of Justice to DHS.

Assault Weapons Ban of 2025
This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD).
The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model.
The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD:
• importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments;
• importation, sale, transfer, or possession related to securing nuclear materials; and
• possession by a retired law enforcement officer.
The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties.
The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD.
Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture.
The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.
Proposing an amendment to the Constitution of the United States relating to the authority of Congress and the States to regulate contributions and expenditures intended to affect elections and to enact public financing systems for political campaigns.
Sponsor Joe Neguse (D). Joined Feb 11, 2026. 113 cosponsors. H.J.Res. 122 on Congress.gov(opens in a new tab)
Introduced
This joint resolution proposes a constitutional amendment authorizing Congress and the states to (1) regulate and impose reasonable viewpoint-neutral limitations on the raising and spending of money by candidates and others to influence elections; and (2) regulate and enact public campaign financing systems, including those designed to restrict the influence of private wealth by offsetting the raising and spending of money by candidates and others with increased public funding.
The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels.
At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm.
An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture.
At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.

Developing Overseas Mineral Investments and New Allied Networks for Critical Energies Act or the DOMINANCE Act
This bill establishes a Bureau of Energy Security and Diplomacy in the Department of State and authorizes several programs to address access to energy and critical minerals.
The bureau must formulate and implement policies related to international energy, energy technology, critical minerals, and related supply chains. An assistant secretary is authorized to lead the bureau.
The bill authorizes the State Department to establish multi-year energy security compacts with partner countries. The purpose of such compacts is to increase reliable access to energy, electricity, or critical minerals for both parties to the compact.
The bill also authorizes the State Department to lead U.S. participation in a Minerals Security Partnership (MSP), whose purpose includes supporting investment in critical mineral mining, processing, and refining projects that enable critical mineral supply chains. The United States must prioritize MSP projects that advance the national and economic security interests of the United States and U.S. allies and partners.
Fellowships are authorized to support (1) U.S. citizens attending foreign mining institutions in order to build the capacity of the U.S. mining workforce; and (2) foreign mining academics and professionals being placed at U.S. institutions to help advance research and development initiatives in the U.S. mining industry and expand U.S. mining education and workforce development programs.
