Voice for Farm Workers Act
This bill reauthorizes and expands the duties of the Farmworker Coordinator at the Department of Agriculture (USDA). (Part of the Office of Partnerships and Public Engagement, the coordinator identifies challenges faced by farmworkers and coordinates with USDA programs and other federal agencies to address the community’s needs.)
The bill reauthorizes the position of Farmworker Coordinator through FY2031.
Among other things, the bill also requires the coordinator to
• develop and implement a plan to coordinate USDA farmworker outreach activities and services,
• collaborate with USDA's agencies and offices on farmworker-related programmatic and policy decisions,
• communicate to employers of farmworkers information about federal programs for which their employees may be eligible, and
• measure and analyze the outcomes of USDA farmworker programs and activities.
Further, the bill expands the coordinator's existing duties to include (1) serving as a liaison to institutions of higher education and local educational agencies, and (2) consulting with community-based nonprofit organizations on areas such as technical skills and job training programs.
The bill also directs the coordinator to hire the staff who are necessary to carry out the coordinator's activities.

Sponsor Mazie Hirono (D). Original cosponsor. 24 cosponsors. S. 5189 on Congress.gov(opens in a new tab)

This bill prohibits the Department of Defense (DOD) from excluding an individual from military positions or assignments based on gender. It also limits changes to DOD occupational performance standards that address gender neutrality.
First, the bill prohibits the exclusion of members of the Armed Forces from an occupational specialty, career field, or assignment on the basis of gender.
Next, it prohibits DOD from changing an occupational performance standard to increase or decrease the number of individuals in a career field on the basis of gender. (Currently, this prohibition only applies to increasing or decreasing the number of women.)
DOD must also apply occupational standards related to technical, tactical, cognitive, or physical abilities on a gender-neutral basis for positions that require such standards and must determine any such standards after a rigorous scientific process.
In situations where DOD establishes or revises a physical requirement for a military position, a member serving satisfactorily in such a position must be provided at least 18 months to meet the new standard.
Finally, DOD must notify Congress of any proposed changes to the gender-neutral occupational standards for a military position that may result in at least a 10% change in the number of members of any gender who are assigned to or enter that position. (Currently, such notice is required only with respect to a change in the number of female members.) DOD must provide the congressional defense committees with a report on the proposed change, estimated costs, and justification for the change.

Audit the Pentagon Act
This bill requires the Department of Defense (DOD) to reduce spending for any department, agency, or other DOD element that DOD determines has not achieved an unqualified opinion on its full financial statements for the calendar year ending during that fiscal year. (An unqualified opinion or clean audit means an auditor has determined the financial statements are presented fairly and provide a true view of an entity’s financial position.)
Specifically, the amount available to such department, agency, or element for the fiscal year when the determination is made must be reduced by 2%. Amounts unavailable to such department, agency, or element must be applied on a pro rata basis against each program, project, and activity.
DOD must deposit such unavailable amounts in the general fund of the Department of the Treasury for purposes of deficit reduction.
