Tribal Police Department Parity Act
This bill treats tribal law enforcement agencies in the same manner as federal, state, and local law enforcement agencies for purposes of accessing firearms.
The National Firearms Act (NFA) generally imposes a tax on the transfer of an NFA firearm; however, specified governmental entities (e.g., federal, state, and local law enforcement agencies) are exempt from this transfer tax. This bill extends this exemption to Indian tribes (and consequently, to tribal law enforcement agencies).
The Gun Control Act (GCA) generally prohibits the interstate shipment of firearms to unlicensed persons, but exempts specified governmental entities from this prohibition. This bill makes Indian tribes (and consequently, tribal law enforcement agencies) eligible to receive firearms interstate.
The GCA also prohibits the transfer or possession of machine guns manufactured after 1986, but exempts specified governmental entities from this prohibition. This bill makes Indian tribes (and consequently, tribal law enforcement agencies) eligible to transfer or possess these machine guns.

HSA Modernization Act
This bill increases health savings account (HSA) contribution limits, expands HSA eligibility, and makes other changes to HSAs and high-deductible health plans (HDHP).
The bill increases HSA contribution limits to equal the limits on out-of-pocket expenses under an HDHP (adjusted annually). Under the bill, the maximum annual HSA contribution for 2025 is $8,300 for self-only coverage and $16,600 for family coverage. (Under current law, the maximum annual HSA contribution for 2025 is $4,300 for self-only coverage and $8,550 for family coverage.)
The bill expands eligibility to make tax-deductible HSA contributions to include individuals who
• receive hospital care or medical services from the Department of Veterans Affairs and do not have a service-connected disability,
• receive hospital care or medical services provided by the Indian Health Service or a tribal organization,
• are at least 65 years old and enrolled in Medicare Part A, or
• have a bronze-level or catastrophic health insurance plan through a health insurance exchange.
The bill also allows eligible married individuals to make catch-up contributions to the same HSA.
Under the bill, HSA distributions may be used to pay for qualified medical expenses incurred before the HSA is established if the HSA is established within 60 days from the first day of coverage under an HDHP.
Further, the bill specifies that HSA distributions may be used to pay for expenses for qualified long-term care services.
Finally, the bill allows an HDHP to provide up to $500 of mental health benefits before the annual deductible is met.

Providing Real-world Education and Clinical Experience by Precepting Tomorrow's Nurses Act or the PRECEPT Nurses Act
This bill establishes a new, nonrefundable tax credit for eligible nurse preceptors, subject to limitations. The bill also requires the Internal Revenue Service (IRS) to report to Congress certain information about the tax credit for nurse preceptors.
Under the bill, a nonrefundable tax credit of $2,000 is allowed for an eligible nurse preceptor through 2032. An eligible nurse preceptor is defined as an individual who provides at least 200 certified hours of supervision and personalized experiential learning, training, instruction, and mentoring in the clinical practice of nursing to a nursing student, advanced practice registered nursing student, or newly hired licensed nurse in a community designated as a health professional shortage area.
The bill also requires the IRS to report to Congress
• the number of taxpayers that claim the tax credit for nurse preceptors each year and the geographic distribution of such taxpayers,
• aggregated and averaged data on the preceptorships served by taxpayers as an eligible nurse preceptor, and
• the effectiveness of the tax credit in increasing the number of nurse preceptors in the United States.

Airspace Location and Enhanced Risk Transparency Act of 2026 or the ALERT Act
This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather) among aircraft and air traffic control (ATC).
The bill requires the Department of Defense (DOD) and the Department of Transportation (DOT) to enter into an agreement regarding the use of collision prevention technologies on DOD aircraft. The agreement must require the use of ADS-B Out as the default practice for DOD helicopters operating in the national airspace, unless such use would affect operational security. For DOD helicopters that are carrying out special missions in the Washington, DC, metropolitan area and are exempt from ADS-B Out transmission requirements, DOD must coordinate with DOT to conduct a safety risk assessment and implement appropriate mitigations.
By December 31, 2031, DOD aircraft (other than certain special mission aircraft) must be equipped with and operating integrated ADS-B In technology.
With respect to civil aircraft, by December 31, 2031, the Federal Aviation Administration (FAA) must generally require aircraft that are currently required to be equipped with ADS-B Out to also be equipped with ADS-B In.
Additionally, among other requirements, the FAA must
• establish time-on-position limits for supervisory ATC personnel;
• establish a process to timely notify parties involved in certain near-miss incidents; and
• evaluate and revise, as necessary, helicopter routes around Ronald Reagan Washington National Airport.

Safeguarding Transit Operations to Prohibit China Act or the STOP China Act
This bill prohibits federal transportation funds from being used to purchase rolling stock (e.g., rail cars or buses) or fueling or charging infrastructure from entities with ties to China, North Korea, Russia, or Iran (i.e., a covered nation). In general, this replaces a current prohibition on the use of Federal Transportation Administration (FTA) funds for rolling stock from manufacturers owned or controlled by corporations based in certain countries.
Specifically, Department of Transportation funds, which include FTA funds, may not be used for the purchase of rolling stock or bus fueling or charging infrastructure from entities with ties to a covered nation. This prohibition also applies to vehicles that incorporate electric power trains from such entities.
The prohibition broadly applies to corporations, joint ventures, individuals, and organizations with ties to covered nations. Examples of applicable entities include an individual whose activities are directed or financed by a covered nation or an entity that is owned or controlled by a covered nation or such an individual.
The United States Trade Representative (USTR) must publish a list of the applicable entities and update the list annually.
The bill includes an exception for motor vehicles or fueling and charging stations used for (1) inspecting or investigating vehicles or equipment; or (2) vehicle safety research, development, or testing.

As background, the CSFP works to improve the health of low-income persons at least 60 years of age by supplementing their diets with nutritious Department of Agriculture foods.
Under the pilot program, a state agency must distribute grant funds to an eligible entity (i.e., a local agency or subdistributing agency) to operate projects that facilitate home delivery of commodities to CSFP participants. Grant funds may be used for costs associated with
• transportation and distribution of commodities to CSFP participants,
• staffing required to operate home delivery services, and
• home delivery outreach to CSFP participants or potential participants.
