This bill permanently authorizes certain Department of Veterans Affairs (VA) health care professionals to use telemedicine to deliver, distribute, or dispense controlled substances that are prescription drugs to patients who are eligible for VA health care, regardless of whether the health care professional has conducted an in-person medical examination. The health care professional must be (1) authorized to prescribe the basic class of such controlled substance under an active, current, full, and unrestricted license or certification; (2) acting in the usual course of professional practice; and (3) delivering, distributing, or dispensing the substance for a legitimate medical purpose.
To amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.
Sponsor Mike Kelly (R). Joined May 8, 2025. 183 cosponsors. H.R. 516 on Congress.gov(opens in a new tab)
Introduced
This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit.
Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025.
The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Air Traffic Control Workforce Development Act of 2025
This bill expands and modifies Air Traffic Control (ATC) workforce training and programs.
The bill provides statutory authority for the Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI) program. As background, standard AT-CTI institutions of higher education offer nonengineering aviation degrees that teach basic courses in ATC and aviation administration, and graduates complete training at the Federal Aviation Administration (FAA) Academy. Students at Enhanced AT-CTI schools are provided with equivalent FAA Academy ATC training and may be placed directly into an ATC facility.
The bill establishes a grant program for schools participating in the Enhanced AT-CTI program and provides for a faculty annuity supplement for ATC instructors at participating institution of higher education.
The FAA must convene an aviation rulemaking committee to review and provide recommendations on the (1) curricula of the FAA Academy, AT-CTI program, and Enhanced AT-CTI program; and (2) Air Traffic Skills Assessment exam. Based on the committee's recommendations, the FAA must initiate a rulemaking or make policy and guidance updates, with an exception.
The bill authorizes funding through FY2031 for the procurement and placement at ATC facilities of Tower Simulator Systems, which are used to train air traffic controllers on airport tower operations.
The bill also requires
• DOT to establish ATC recruitment and retention incentive programs,
• the FAA to support the development of mental health services training related to conditions for ATCs, and
• the FAA to submit a report to Congress on the status of the Airspace Non-cooperative Surveillance Radar program.

Disabling Enemy Flight Entry and Neutralizing Suspect Equipment Act or the DEFENSE Act
This bill allows the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to deputize state or local law enforcement officers to take certain drone countermeasures to protect stadiums and other public gatherings.
Specifically, DHS or DOJ may provide state or local law enforcement officers with the authority to identify, monitor, and track drones; warn drone operators; disrupt or take control of drones; or use reasonable force to disable, damage, and seize or destroy drones deemed to pose a threat.
This authority applies for the purposes of protecting an event, stadium, or venue; certain large public gatherings (e.g., gatherings that are primarily outdoors with an estimated attendance of at least 100,000 people); or other public gatherings protected by specific temporary flight restrictions imposed by the Federal Aviation Administration (FAA).
Prior to being deputized, a state or local law enforcement officer must complete training in the use of the drone countermeasure authority.
DHS or DOJ, in coordination with the Department of Transportation and the FAA, must exercise oversight over the use of this authority by deputized state or local law enforcement officers.
Finally, the bill limits the equipment authorized for detecting, identifying, monitoring, or tracking drones to systems or technologies that are included on a list of authorized equipment maintained by DHS, in coordination with DOJ, the FAA, the Federal Communications Commission, and the National Telecommunications and Information Administration.

Improving SCRA Benefit Utilization Act
This bill expands interest rate protections under the Servicemembers Civil Relief Act (SCRA) and requires expanded training for and outreach to servicemembers regarding financial literacy and SCRA protections.
The SCRA caps the maximum interest charged on any debt incurred by a servicemember prior to entering active duty at 6% annually if the servicemember's ability to pay is materially affected by active-duty status; servicemembers must provide notice and other documentation to creditors to receive this cap.
The bill requires creditors to apply this cap to all of a servicemember’s obligations or liabilities with that creditor, regardless of whether a certain obligation or liability was specifically mentioned in the required notice provided by the member to invoke SCRA rights. Further, the bill requires creditors to provide all necessary mechanisms to ensure a servicemember is able to submit any required documentation.
The bill also requires that the financial literacy training program provided to servicemembers include information about consumer financial protections afforded to such members and their dependents, including protections regarding interest rate limits under the SCRA.
Additionally, the bill requires the military department concerned to provide written notice of benefits under the SCRA to servicemembers at the time they first enter military service and, for members of the reserve components, at the time they first enter service in the reserves and at any time when they are mobilized or ordered to active duty for more than 30 days.
