Guarding Unprotected Aging Retirees from Deception Act or the GUARD Act
This bill allows state, local, and tribal law enforcement agencies and grantees that receive funds from certain law enforcement grant programs to use the funds to investigate general financial fraud, elder financial fraud, and pig butchering. Pig butchering refers to a confidence and investment fraud in which a victim is gradually lured into transferring increasing amounts of money, generally in the form of cryptocurrency, into a fake virtual investment.
The bill allows federal law enforcement agencies to assist state, local, and tribal law enforcement agencies and fusion centers in the use of tracing tools for blockchain and related technology tools.
Finally, the bill requires the Department of the Treasury and the Financial Crimes Enforcement Network (FinCEN) to report on efforts and recommendations related to general financial fraud, elder financial fraud, pig butchering, and scams. The bill also requires Treasury and FinCEN to report on the state of scams in the United States, including information about crimes committed, federal civil and criminal enforcement actions, and federal efforts to address the crimes.

Saving the OOI Act of 2026
This bill prohibits the National Science Foundation (NSF) from using federal funds to decommission or descope Ocean Observatories Initiative (OOI) instruments until a thorough review of OOI is completed.
OOI measures and observes ocean conditions using a series of in-water instruments that gather physical, chemical, geological, and biological data. On May 21, 2026, NSF announced that it would remove all in-water infrastructure from four of the five active OOI arrays.
Under the bill, NSF must conduct a thorough review of OOI with engagement from the scientific and coastal communities before decommissioning or descoping specified OOI instruments. This includes OOI instruments anchored off of Oregon, Washington, Alaska, and North Carolina, as well as instruments anchored in the Irminger Sea. NSF is required to maintain full and consistent OOI operations, including monitoring in states where instruments have already been decommissioned, until the review is complete.

Connected Vehicle Security Act of 2026
This bill prohibits the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce of connected vehicles and related software and hardware components associated with China, Russia, Iran, or North Korea.
Connected vehicle means a vehicle that (1) integrates onboard networked hardware with automotive software systems to communicate with any other network or device using certain methods (e.g., wireless spectrum connectivity); or (2) is designed, manufactured, or originally equipped to communicate via such methods, regardless of whether such capability is enabled, disabled, or removed at the time the vehicle enters the United States.
Current regulations administered by the Department of Commerce's Bureau of Industry and Security (BIS) prohibit transactions involving vehicle connectivity system hardware and covered software designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of China or Russia.
The bill expands the BIS regulatory framework, including by (1) expanding the countries covered by the prohibition to include China, Russia, Iran, and North Korea (Current BIS regulations apply only to China and Russia.); and (2) specifying that certain artificial intelligence components are covered by the prohibition.
By January 1, 2027, BIS must publish a list of items that are authorized for the importation, manufacture, sale, resale, or introduction into U.S. interstate commerce and would otherwise be subject to the bill's prohibition.
The bill also includes enforcement mechanisms, including that BIS must assess civil penalties for violations of the prohibition.

This bill expands oversight and disclosure requirements related to foreign sources and institutions of higher education (IHEs).
Specifically, the bill requires an IHE to annually disclose to the Department of Education (ED) any year in which the IHE

• receives a gift or contract from a foreign source (other than a foreign country of concern or foreign entity of concern) that is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts within a calendar year (current disclosure threshold is $250,000 or more), or which has an undetermined monetary value;
• enters into a contract with a foreign country of concern or foreign entity of concern after receiving a waiver for such contract; or
• is substantially controlled by a foreign source.
Additionally, the bill
• prohibits IHEs from entering into contracts with a foreign country of concern or with a foreign entity of concern without obtaining a waiver, and
• requires certain IHEs to disclose gifts or contracts between covered individuals (e.g., researchers) and foreign sources.
The bill requires ED to investigate possible violations of this bill and outlines the various penalties for each violation. Penalties may include losing eligibility for federal student financial aid.

Radiation Oncology Case Rate Value Based Program Act of 2025 or the ROCR Value Based Program Act
This bill establishes a specialized payment program under Medicare for providers and suppliers of radiation oncology services.
Specifically, the Centers for Medicare & Medicaid Services (CMS) must establish a program under which radiation therapy providers (i.e., hospital outpatient departments) and suppliers (i.e., physician group practices and freestanding radiation therapy centers) receive payments for each episode of care provided to individuals with specified types of cancer. An episode of care means the period beginning on the day radiation therapy planning is furnished to the individual and ending (1) for individuals with bone or brain metastases, 30 days later; and (2) for individuals with other cancer types, 90 days later.
Participation in the program is mandatory for providers and suppliers that participate in Medicare, unless the provider or supplier is part of a state-based Center for Medicare & Medicaid Innovation model or qualifies for a significant hardship exemption. The CMS must set payment rates for the program based on national payment rates with specified adjustments (e.g., geographic adjustments). Providers and suppliers who provide certain transportation services for individuals under their care may receive an additional payment. Providers and suppliers must be accredited in accordance with certain standards, subject to payment reductions.
The Government Accountability Office must report on (1) implementation of the program, and (2) underserved areas that are in need of more or newer radiation therapy resources.

Regulations from the Executive in Need of Scrutiny Act of 2025
This bill expands congressional review of federal agency rules and establishes additional procedures for major rules and agency guidance.
Specifically, the bill requires the enactment of a joint resolution for a major rule to take effect. A major rule is a rule that has resulted in or is likely to result in (1) an annual economic effect of at least $100 million; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, or innovation.
Additionally, major rules approved by a joint resolution under the bill expire, and are no longer effective, 10 years after the enactment of such joint resolution. Further, each agency must annually designate at least 10% of the agency’s major rules that are currently in effect for review and approval by a joint resolution of Congress. Such rules that are not approved shall no longer be in effect.
Under the bill, agency guidance documents are considered rules and certain significant guidance documents are considered major rules. Significant guidance documents include guidance anticipated to lead to an annual effect of at least $100 million, or adversely affect in a material way the economy, the environment, public health, or state or local government.
The Office of Management and Budget must establish an federal regulatory budget specifying the net amount of incremental regulatory costs allowed by the federal government for the next fiscal year.
