Stronger Communities through Better Transit Act
This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty.
Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). DOT must apportion the funding so that recipients receive funds that are proportional to their share of operating costs.
The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities.
DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services.
A grant recipient must (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements.
Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Essential Caregivers Act of 2025
This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.
Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period.
Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits).
Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level.
The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Smithsonian American Women’s History Museum Act
This bill authorizes the Smithsonian American Women's History Museum to be located on a particular site within the Reserve of the National Mall in Washington, DC.
Specifically, the bill designates the South Monument site as the location for the museum; however, the President may designate an alternative site within 180 days of the bill's enactment. (The site is the undeveloped land across the National Mall from the National Museum of African American History and Culture.) Administrative jurisdiction of the site must be transferred to the Smithsonian Institution.
The Board of Regents of the Smithsonian Institution must have the approval of specified federal entities (e.g., the Commission of Fine Arts) to plan, design, and construct a museum building. The bill (1) outlines the criteria for considering site and design proposals, and (2) requires the Smithsonian Institution to reimburse for costs resulting from the building approval process.
The bill directs the museum to be dedicated to preserving, researching, and presenting the history, achievements, and lived experiences of biological women in the United States. Under this bill, the museum may not identify, present, describe, or depict any biological male as a female.
In carrying out its duties, the museum's advisory council must (1) seek and utilize guidance from a broad array of knowledgeable and respected sources reflecting the diversity of the political viewpoints and authentic experiences held by women in the United States, and (2) seek guidance for the creation and substantial revision of exhibits and programs.

No Tariffs on Groceries Act
This bill requires the President to receive congressional approval in order to impose duties (i.e., tariffs) on certain articles of food imported into the United States. The bill defines articles of food as (1) articles used for food or drink for man or other animals; (2) articles used for components of any articles used for food or drink for man or other animals; and (3) seeds, fertilizers, manures, and agrochemicals.
Specifically, the President may impose duties on these articles of food only if (1) the President submits to Congress a request to impose the duties, and (2) the request is subsequently and specifically approved by an act of Congress.
The bill provides an exception to this requirement for existing tariff-rate quotas on articles of food.
