Save Our Bacon Act
This bill prohibits a state or local government from enacting or enforcing a condition or standard on livestock production for livestock physically raised in another state or locality.
Further, the bill prohibits a state or local government from enacting or enforcing a condition for sale or consumption that requires an out-of-state livestock producer to meet any of the state or local government’s conditions or standards of production that are in addition to, or different from, those in the state of production.
Under the bill, production means the raising (including breeding) of a domestic animal for the purpose of (1) slaughter for human consumption, or (2) producing products manufactured for human consumption which are derived from milk processing (e.g., fluid milk). Reforming and Enhancing Sustainable Updates to Laboratory Testing Services Act of 2025 or the RESULTS Act
This bill requires the use of particular data from the private sector to inform Medicare payment rates for certain widely available laboratory tests.
Specifically, the Centers for Medicare & Medicaid Services (CMS) must contract with an entity that maintains a database of claims data for clinical diagnostic laboratory tests that (1) are not advanced diagnostic tests, and (2) were furnished by more than 100 providers and suppliers of such services over a specified six-month period (i.e., widely available tests).
The database must meet specified requirements, such as having data that is representative of the entire country and from more than 50 private payors and claims administrators. The contracted entity must be a nonprofit entity that is not affiliated with any government agency, any insurance issuer or provider, or any other organization in the health care sector.
Beginning January 1, 2028, the CMS must use the information obtained from the database to inform Medicare payment rates for these widely available laboratory tests.
The bill additionally specifies processes for determining payment rates for laboratory tests that are not advanced diagnostic tests, are not widely available, and lack adequate claims data. The CMS must use certain existing processes to set appropriate rates.
The bill also delays scheduled payment reductions for laboratory tests until 2028 and allows for judicial and administrative review of payment rates.

Stop the Sexualization of Children Act
This bill prohibits the use of federal elementary and secondary education funds for sexually oriented material. Sexually oriented material is material that (1) includes any depiction, description, or simulation of sexually explicit conduct; or (2) involves gender dysphoria or transgenderism.
Specifically, the bill prohibits the use of these funds to develop, implement, facilitate, host, or promote any program or activity for, or to provide or promote literature or other materials to, children under the age of 18 that includes sexually oriented material. This includes any program, activity, literature, or material that exposes children to nude adults, individuals who are stripping, or lewd or lascivious dancing.
The bill does not prohibit the use of funds for the teaching of standard science coursework (e.g., biology, genetics, human health, and human anatomy), the texts of major world religions, classic works of literature or art (as defined by the bill), or security measures designed to help students recognize and safely respond to methods and attempts to sexually traffic children or groom children for sexual trafficking.

Airspace Location and Enhanced Risk Transparency Act of 2026 or the ALERT Act
This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather) among aircraft and air traffic control (ATC).
The bill requires the Department of Defense (DOD) and the Department of Transportation (DOT) to enter into an agreement regarding the use of collision prevention technologies on DOD aircraft. The agreement must require the use of ADS-B Out as the default practice for DOD helicopters operating in the national airspace, unless such use would affect operational security. For DOD helicopters that are carrying out special missions in the Washington, DC, metropolitan area and are exempt from ADS-B Out transmission requirements, DOD must coordinate with DOT to conduct a safety risk assessment and implement appropriate mitigations.
By December 31, 2031, DOD aircraft (other than certain special mission aircraft) must be equipped with and operating integrated ADS-B In technology.
With respect to civil aircraft, by December 31, 2031, the Federal Aviation Administration (FAA) must generally require aircraft that are currently required to be equipped with ADS-B Out to also be equipped with ADS-B In.
Additionally, among other requirements, the FAA must
• establish time-on-position limits for supervisory ATC personnel;
• establish a process to timely notify parties involved in certain near-miss incidents; and
• evaluate and revise, as necessary, helicopter routes around Ronald Reagan Washington National Airport.

Essential Caregivers Act of 2025
This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.
Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period.
Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025
This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare.
For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services.
Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.
