No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025
This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions.
Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee.
Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies).
The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions.
The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Support And Value Expectant Moms and Babies Act of 2025 or the SAVE Moms and Babies Act of 2025
This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved.
Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner.
The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner from also acting as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient.
The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

This bill directs the Transportation Security Administration (TSA) to develop guidelines to improve access to a Transportation Worker Identification Credential (TWIC) for prisoners prior to their release.
Specifically, TSA must develop guidelines to assist individuals in federal, state, and local prisons in (1) pre-applying or preparing an application for a TWIC card; and (2) requesting an appeal or waiver of a preliminary determination of ineligibility for a TWIC card.
As background, a TWIC card is required by the Maritime Transportation Security Act for workers who need access to secure areas of U.S. maritime facilities and vessels. TSA conducts a background check to determine a person’s eligibility and issues the credential.

This bill expedites the process of reviewing certain uncontested permits and licenses for nuclear power plants (e.g., construction permits and operating licenses) by removing a requirement for the Nuclear Regulatory Commission (NRC) to hold a public hearing at the end of the process. The bill applies to the licenses and permits if a hearing has not been requested by a person whose interest may be affected. The bill also directs the NRC to use informal adjudicatory procedures if such a hearing is held.
Additionally, the bill directs the NRC to hold an adjudicatory hearing regarding the licensing of the construction and operation of a uranium enrichment facility only if the person whose interest may be affected by such construction and operation has requested the hearing.

Specifically, the bill makes the reimbursement rate for such travel equal to or greater than the mileage reimbursement rate for government employees using private vehicles when no government vehicle is available.

Skinny Labels, Big Savings Act
This bill provides a statutory safe harbor from patent infringement claims for generic or biosimilar manufacturers that seek or obtain approval for skinny labels of their drugs.
Under current law, the Food and Drug Administration (FDA) may approve generic and biosimilar drugs through a process known as skinny labeling, which allows a generic manufacturer to seek approval only for approved uses of the drug that are no longer protected by patents. However, in GlaxoSmithKline LLC v. Teva Pharmaceuticals USA, Inc., a court held that a generic manufacturer may sometimes be liable for patent infringement when it markets skinny label generics.
The bill specifically lists the following as actions that are not considered infringement of a method of use claim in a patent under the Federal Food, Drug, and Cosmetic Act:
• submitting or seeking approval of a skinny label for a generic or biosimilar drug;
• promoting or commercially marketing a drug with skinny labeling approved by the FDA; or
• describing a drug product approved by the FDA as a generic of, or therapeutically equivalent to, the branded drug.
The bill also applies the safe harbor to similar actions under the Public Health Service Act.

Guarding Unprotected Aging Retirees from Deception Act of 2026 or the GUARD Act of 2026
This bill allows state, local, and tribal law enforcement agencies and grantees that receive funds from certain law enforcement grant programs to use the funds to investigate general financial fraud, elder financial fraud, and pig butchering. Pig butchering refers to a confidence and investment fraud in which a victim is gradually lured into transferring increasing amounts of money, generally in the form of cryptocurrency, into a fake virtual investment.
The bill allows federal law enforcement agencies to assist state, local, and tribal law enforcement agencies and fusion centers in the use of tracing tools for blockchain and related technology tools.
Finally, the bill requires the Financial Crimes Enforcement Network (FinCEN) to report on efforts to combat general financial fraud, elder financial fraud, pig butchering, and scams, including an evaluation of any legislative recommendations to improve the efforts. The bill also requires FinCEN to report on the state of general financial fraud, elder financial fraud, pig butchering, and scams in the United States, including trends in the crimes.

This bill increases the monthly amount of the basic housing allowance for members of the uniformed services inside the United States.
Specifically, the monthly amount of allowance for a member must be the amount of the monthly cost of adequate housing in the area, as determined by the Department of Defense, for members of the uniformed services serving in the same pay grade and same dependency status as the member. (Currently, the allowance is based on the difference between this amount and a percentage of the national average monthly cost of housing for members with the same pay grade and dependency status.)
