Incentivize Savings Act
This bill establishes requirements for allocating unexpended appropriations for federal agencies.
If appropriations are provided to a federal agency for a definite period and the agency does not spend the funds during the period of availability, the bill requires
• 49% of the funds to remain available for an additional fiscal year,
• 49% of the funds to be used for payments of principal and interest on the public debt, and
• 2% of the funds to be used for retention bonuses within the agency that do not exceed 10% of an employee's basic pay.
If an agency's unexpended appropriations are allocated under this bill, the agency's budget request for the fiscal year following the fiscal year in which the funds expired may not exceed the prior year's budget request with an adjustment for inflation.

Keeping All Students Safe Act
This bill prohibits the use of seclusion and limits the use of physical restraint in schools and Head Start programs that receive federal funding.
Specifically, the bill prohibits the use of seclusion, which is the involuntary confinement of a student alone in a room or area from which the student is physically prevented from leaving. The term does not include a time out, which may involve separating the student from others in a non-locked setting.
The bill prohibits the use of mechanical or chemical restraints or physical restraints that restrict breathing or are life threatening.
The bill outlines the requirements for the use of physical restraint, including that the student's behavior must pose an imminent danger of serious physical injury to the student or other individual. Each state must ensure that a sufficient number of program personnel are trained and certified by a state-approved crisis intervention training program. Additionally, each program must establish procedures to follow after an incident involving physical restraint.
Further, the bill establishes enforcement provisions, including a private right of action for a student who has been subjected to unlawful seclusion or restraint. The Department of Education and the Department of Health and Human Services must withhold payments from a program for unlawful seclusion or restraint.
Finally, the bill requires each state educational agency (SEA) to establish, implement, and enforce policies and procedures required by the bill. It also creates a grant program to assist SEAs with these activities.

Fair Access to Banking Act
This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties.
Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution.
The bill establishes the right for a person to bring a civil action for a violation of this bill.

Honoring Our Fallen Heroes Act of 2025
This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers who suffer from exposure-related cancer while on duty and their survivors. The PSOB program provides death, disability, and education benefits to public safety officers who are killed or injured in the line of duty and their survivors.
The bill specifies that exposure to a carcinogen shall be presumed to constitute a personal injury in the line of duty if
• the exposure occurred while the officer was in the line of duty;
• the officer began serving as an officer not fewer than 5 years before the date of the diagnosis of an exposure-related cancer and the diagnosis occurred not more than 15 years after the last date of active service; and
• the exposure-related cancer directly and proximately resulted in the death or permanent and total disability of the officer.
The Department of Justice's Bureau of Justice Assistance must periodically review the definition of exposure-related cancer and update the definition if appropriate based on medical evidence and in accordance with the requirements of a petition process.

This bill allows the National Park Service (NPS) to expedite the approval of contracts to restore forests, structures, and assets within areas of the Grand Canyon National Park impacted by the Dragon Bravo Fire in Arizona.
Specifically, the bill authorizes the NPS to use emergency acquisition flexibilities without a presidential emergency or disaster declaration to contract for the following services in such impacted areas: managing or restoring forests, rebuilding structures affected by the fire, improving grounds and structures, conducting recovery efforts, or other specified activities.
This authority expires on the date that is the earlier of the following: (1) seven years after the date of this bill's enactment, or (2) the date on which projects and recovery efforts within such area are completed. The NPS may request Congress extend such authority for 12 months if a new wildfire ignites within such area and impacts recovery efforts related to the Dragon Bravo Fire.
The bill also authorizes the NPS to enter into noncompetitive procurement contracts for rebuilding, rehabilitating, replacing, or operating assets, such as lodging or utilities, to support the recovery and reopening of the Grand Canyon National Park North Rim. This authority is conditioned upon the NPS making certain determinations regarding the North Rim concessioner and it terminates seven years after this bill's enactment.

This bill requires the Department of Justice to publish annually a list of state and local governments that permit individuals who are charged with certain criminal offenses that pose a clear threat to public safety and order to be released pending trial on personal recognizance or upon execution of an unsecured appearance bond.
Under the bill, the criminal offenses that pose a threat to public safety and order include criminal offenses involving a violent or sexual act (e.g., burglary, murder, or rape) and offenses that promote public disorder (e.g., looting or vandalism).
On August 25, 2025, President Donald Trump issued an executive order that required the Department of Justice to submit to the Assistant to the President for Homeland Security a list of state and local jurisdictions that have substantially eliminated cash bail as a potential condition for pretrial release for crimes that pose a clear threat to public safety and order, including offenses involving violent, sexual, or indecent acts, or burglary, looting, or vandalism.

Stopping Political Discrimination in Disaster Assistance Act
This bill prohibits discrimination on the basis of political affiliation by the Federal Emergency Management Agency (FEMA) and other participating entities (i.e., public or private entities providing or receiving assistance) in carrying out federal major disaster or emergency relief and assistance activities.
Current law requires FEMA and other participating entities to provide federal major disaster or emergency relief and assistance without discrimination on the basis of race, color, religion, nationality, sex, age, disability, English proficiency, or economic status. The bill adds political affiliation to the classes protected under this requirement.
